Additionally, there will be a dedicated centre management for the Noosa Marketplace complex, along
with the engagement of commercial cleaners and groundskeepers ensuring waste practices and high-
level of comfort and security for worker, visitors and customers.
In terms of any specific noise or odour emissions from the intended uses we note the following:

• Bar, Hotel or Food and Drink outlet uses - It would be reasonable for Council to apply standard
      format conditions for the management of cooking odours associated with these uses;

• Bar, Hotel, Food and Drink outlet or Indoor Sport and Recreation uses - It would be
      reasonable for Council to apply standard format conditions for the management of potential low-
      level background amplified music from venues; and

• Low Impact Industry uses – Council may consider it necessary to include a specific condition to
      limit the use to a range of supported low impact industry (e.g. brewery, distillery, coffee roasting,
      bakery, gelato making, small-scale manufacturing, research and technology) and /or include use
      or operating condition restrictions.
Information Required:
      3. Entertainment & dining business type 1 raises concerns when standalone but may be
         supported providing it can be demonstrated the floor area is proportional to the
         workers/customers need within the development and not a destination restaurant / precinct.
         Please demonstrate a need for this use.
Response to sub-item 3:
The planning scheme defines an Entertainment & dining business type 1 Food and beverages as:
          The use of premises involving the sale of food and beverages for consumption on the
          premises. The use class includes a function room or restaurant or café with dining facilities for
          10 or more people

We note that our application includes a ‘Food and drink outlet’ use within the Undefined Use
definition being:

          …premises used for:
             a) preparing and selling food and drink for consumption on or off the premises; or
             b) providing liquor for consumption on the premises, if the use is ancillary to the use in
                paragraph (a);
             c) Excluding premises which contains a drive-through.

As detailed in response to Issue 1 sub-iem 1 above, the consolidation in Building 2 (tenancies T021
and T022) for food and drink outlets is considered proportional to the on-site workers and customers’
needs given it centrality within the site and floor areas including potential outdoor dining totalling
around 265m² (or 2% of the developed buildings footprint). The pavilion building is positioned at the
heart of the Noosa Marketplace precinct with excellent legibility and clear pedestrian connections
(refer to Figure 9).
Noosa Marketplace seeks to support a range of commercial, industrial and retail businesses within the
site. There is a need to support the employees of the site with food and beverage outlets whilst also
enhancing the experience of the centre for customers visiting the site.
