EXECUTIVE SUMMARY
As a result of the matters raised by Council in the information request, a number of changes have
been made to the overall building design and layout of the proposal resulting in a high quality and
functional layout which exhibits design excellence, responsive building height and footprint, and which
is responsive to the context of the site and its position in the Shire Business Centre.
A summary of the key revised development parameters and response to Council’s information request
items are outlined below:
• The master planning for the site has been reviewed with additional technical specialist inputs from
highly recommended ecology, arborist and waste management consultants;
• The architectural vernacular has been revised with material choices that create texture and add
fine grained detail to the architecture;
• The length of some buildings has been broken for further articulation;
• The overall GLA and GFA has been reduced from 12,540m2 to 12,261m2 and 13,205m2 to
13,185m2 respectively;
• In combination with stormwater quality improvements with landscaped bio-retention areas, the
overall car parking layout has been revised as part of our response to Council’s concern on the
transport, access, servicing and parking arrangements;
• A dedicated, landscape pedestrian spine provides legible connection and breaks up any perceived
dominance of car parking;
• The building height of proposed Tenancy 20 has been reduced from 4 to 3 storeys, and the
ground floor land use reconsidered to a recreation use to further activate the frontage to Hofmann
Drive;
• The hydraulic matters and inherent issues with localised flows have been adequately mitigated;
• The earthworks provide building pad levels suitable for conventional slab on ground construction,
access road grades and for the installation of underground infrastructure including enhanced
stormwater drainage;
• The Economic Impact Assessment addendum prepared by Location IQ provides additional
justification and detailed economic assessment on the increasing need for large format retail.
A full set of the amended architectural plans have been provided in Appendix C.
In response to Council’s information request letter, each item has been outlined below (in italics) and
is accompanied by a response to each item.
