Response to sub-item 9: As noted in response to Issues 2 and 4 above, we have provided additional information of the intended nature, design, and operation of the Noosa Marketplace. The site’s is conducive for industrial activity for a range of specialised manufacturers, creative producers, and small businesses. This is discussed further in the layout for the marketplace building which shows adaptable floor plates, with differing floor-to-ceiling heights and includes opportunities for inter-connected tenancies. The revised architectural vision responds to Council’s concerns specifically with a series of key interventions to the layout and built form of the integrated buildings throughout the site. These are represented visually in the image below and discussed in detail below. Figure 12 – Noose Marketplace 3D isometric diagram Source: Buchan As noted in issue 3 sub-item 16 below, a character analysis is requested to demonstrate how the scale of the proposed car park is mitigated. The diagram above clearly shows that the Noosa Marketplace as a series of architecturally designed buildings framed by large vegetated covenant areas which are a significant and identifiable entry feature distinctly found in Noosa. These covenant areas are robust, protected in perpetuity by titling, and will be enhanced through intended rehabilitation actions that can be controlled through appropriate conditions of approval – Refer to Ecology Report in Appendix J. The overall layout with a series of ‘Noosa style’ buildings is detailed further in the revised Architectural Vision Statement – refer Appendix B. The proposed layout creates breaks within the building mass that capitalise on the buildings spatial adjacencies and which have provided further opportunities for a fine grain response. This includes an improved public realm and break-out areas where businesses, employees and visitors can interact. Ltr-20190925-IR Response-Noosa Marketplace_FINAL 26
