1For the purpose of preparing an Arborist Report, a qualified person is considered to be a
person with either:
a. ISA certification; or
b. a Diploma of Arboriculture in addition to a minimum of 3 years current experience in
the field of arboriculture.
2For the purpose of preparing a Fauna Management Plan, a qualified person is considered to
be an ecologist with a minimum of 3 years current experience in the field of fauna assessment
and management.
Response to sub-item 37:
The ecology report is prepared by qualified Ecologist, Justin Watson at Gondwana Ecology Group with
the assistance of qualified Arborist, Jason-Jay Fletcher at Treescience. The ecological report has
assessed the proposal with respect to the ecological matters forming two components being,
consideration of habitat for acid frogs and koalas and Vegetation clearance in accordance with a
future Fauna Management Plan (FMP).
A summary of the assessment of these two components are provided below:
Consideration of habitat for acid frogs and koala
• There is no “regulated vegetation” or remnant regional ecosystem on the subject site nor within
the immediate surrounding land uses. Remnant vegetation is located further south.
• There is no “essential habitat” for threatened fauna on the site or in the immediate surrounds, as
essential habitat for koala and wallum frogs occur to the south and south west.
• There is no essential habitat for the koala on the development site.
• Reference is made to a recent report in the locality (east of the Noosa Civic site) and concludes
that koala habitats are not favourable on the development site, however, it may be possible for the
koalas to wander in surrounding areas and on the development site.
• There is no “essential habitat” for wallum frogs on the development site and it is unlikely that the
land is suitable habitat for both wallum rocketfrog and wallum sedgefrog.
• Retained vegetation within the covenant areas will assist koalas and froglets to traverse on the
development site.
Fauna management plan
• Include demarcation of the area to be retained and protected to avoid any vegetation clearing or
disturbances.
• Establishment of sediment control fencing around retained vegetation.
• Identification of any habitat trees.
• Fauna spotter on site prior and during site clearing.
• Clearing direction should be generally westwards/ southwards to discourage fauna from moving in
trafficked areas.
• Installation of nest boxes for parrots into covenant areas.
