The issues addressed here are those numbered 13, 14, 15 and 16 in the RFI. Issue - Site access and traffic Information Required 13. Assess and achieve Safe Intersection Sight Distance requirements at the proposed driveway as defined by the Austroads guidelines, consistent with the requirements of Section 3.10 of PSP5, based on the design speed of David Low Way determined from a speed survey. Response: Refer to Drawings 8531 - J, 8531 - K and 8531 - L below. Information Required 14. Modify the proposed site access design so that a HRV can turn into the site from wholly within the proposed BAL left turn lane, without using the adjacent through lane, so that the vehicle can wait in that lane clear of through traffic, if there is another vehicle waiting to depart from the access at that same time. Otherwise the site access should be redesigned to accommodate turning to the access by a HRV at the same time as a car is departing the site. Also, the taper for the proposed BAL treatment needs to be lengthened to comply with Austroads standards. Response: The site access has been modified to accommodate the design vehicle (HRV) turning wholly within the BAL left turn lane. 8/11/2017 1|Page

8531 Information Required 15. Modify the proposed vertical alignment of the proposed access to David Low Way, to satisfy the grading requirements of AS/NZS 2890.1-2004, particularly in achieving satisfactory grades across the verge and on the approaches to the existing pedestrian / cycle path from both directions on the driveway (as vehicles using the driveway will need to give way to pedestrians / cyclists on that path). The proposed alterations to the existing vertical alignment of the existing path should also be identified. : Response: The access grading is shown on Longitudinal Section 8531-R rev2. The grading requirements in AS 2890.1:2004 are as follows: “AS2890.1 2004 2.6.2 Gradients The maximum gradient of domestic driveways shall be 1 in 4 (25%). The maximum gradient of the associated access driveway across a property line or building alignment shall be 1 in 20 (5%) and across a footpath as specified in Clause 3.3(d). 3.3 GRADIENTS OF ACCESS DRIVEWAYS At entry and exit points, the access driveway should be graded to minimize problems associated with crossing the footpath and entering the traffic in the frontage road. Maximum gradients on and near access driveways, other than at domestic properties (see Clause 2.6), shall be as follows: (d) Across footpaths—where the driveway crosses a footpath, the driveway grade shall be 1 in 40 (2.5%) or less across the footpath over a lateral distance of at least 1.0 m.” The proposed grading of the driveway does not exceed 25% with a maximum 20% adopted near David Low Way to minimise the vertical realignment of the footpath and no greater than 16% on the remaining access driveway. Across the footpath a gradient of 2.5% has been incorporated to satisfy clause 3.3(d) of 2890.1:2004 with a 3% cross fall extended from the existing David Low Way for the width of the left turn lane. The existing shared footpath / cycleway generally follows the vertical alignment of the adjacent David Low Way and has been realigned and regraded to suit the proposed access to the development. Figure 1 below shows the proposed grading of the shared footpath / cycleway on the approaches to the new access. The gradients on the approaches does not exceed 6.205% (1:16). AS 1428.2:1992 suggests that rest points should be provided at 9m spacings for gradients of 1:14 and 15m for gradients of 1:20 with values interpolated in between. As the proposed gradient is 1:16 on the northern approach, the suggested spacing would be 10m. The proposed regrading of the ramp on the north side of the access is 9m in length. It is therefore proposed that the driveway access (2.5%) provides a suitable rest area within the 10m requirement and 8/11/2017 2| Pa
Page 3
8531 no further provision is proposed. The regrading to the south of the new access driveway reduces the gradient to 1.012% which is less that the 3% suggested by AS1428.2:1992 as the point at which rest areas are required. No provision of rest areas is proposed for the northern approach. FIGURE 1: PROPOSED REGRADING OF THE EXISTING SHARED FPPTPATH / CYCLEWAY Information Required 16. Prepare a plan identifying refuse bin pad storage locations for each lot (2 wheelie bins per lot), together with the path of a refuse vehicle to/from and within the site, satisfactorily servicing each bin location. Visitor parking should also be identified on that plan (satisfying a minimum requirement of 0.5 visitor spaces per lot) clear of those refuse collection requirements and clear of potential driveways to the individual sites. Titling arrangements would also need to be clarified for the visitor parking to ensure that visitor spaces are available for all 6 lots, rather than being associated with specific allotments. Visitor parking would need to be clearly designated and signed as being for visitors only. This is important because overflow parking from the site will not be acceptable. Response: Visitor Parking AS 2890.1 : 2004 identifies the parallel parking arrangements for off road parking in Figure 2.5 shown below: 8/11/2017 3|Page

For the six proposed six (6) lots three (3) visitor parking bays will be required. These will be
located within the 6m wide driveway easement as shown on Figure 2 below. Parking bays are
2.1m wide with an aisle width of 3.6m (one way). Two (2) bays will be unobstructed end spaces
and one (1) will be an intermediate space sized in accordance with Figure 2.5 AS2890.1: 2004
(refer table above). The total length of parking spaces required is 16.7m. These have been
located between two potential locations for driveway accesses to Lots 713 and 714 and on the
opposite side of the accessway to allow unencumbered access to the bin bays for the refuse
collection and so as not to obstruct sight lines from the properties. A 0.3m offset has been
allowed for clearance to any obstruction (vegetation) >0.3m in height between the parking bay
and the driveway easement boundary.
Bin Pad Storage Locations
Bin pad storage locations (2m x 1m) for two bins have been identified on the Figure 2 below.
The locations are readily accessible for the refuse collection truck and property driveways.
The refuse vehicle will access the site from David Low Way and utilise the turning head at Lots
711 and 712 to exit the site on the same path. All refuse bins will be accessible to the refuse
truck on its exit path from the development along the driveway.
The turning head has been sized using Brisbane City Council Standard Detail Drawing BSD-3001
for an Offset T Head arrangement for residential streets.
