PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 MAY 2017

ii. Schedule of Works (SOW) Table
      The SOW table includes information derived from the “excel based” Schedule of Works
      Model (refer following sub-section iii) and must state the following for each item of future
      trunk infrastructure identified on the PFTI maps:
         unique map reference to cross reference the item shown on the PFTI maps;
         brief description of the item;
         estimated timing expressed in terms of specific years or time periods (e.g. 2016–2021);
           and
       establishment cost for land or works stated in current cost terms and be consistent with
           the SPA definition of ‘establishment cost’.
      The methodology for determining the future trunk infrastructure items for the Public Parks
      and Land for Community Facilities network has been undertaken as follows:
      1) Review of the current PIP was undertaken to identify the remaining uncompleted future
           projects relating to District and Shire-wide functions per the revised DSS adopted by
           Council on 16 February 2017. This review is provided in Attachment 1 where the
           remaining PIP future items for transferring to the LGIP are highlighted.
      2) These PIP remaining future items were then summarised and reviewed individually in
           relation to their costing and proposed timing. This review is provided in Attachment 2
           which details and explains the methodology used:
               Park type and hierarchy
                 This provides the trunk items classification in accordance with the revised DSS
                 adopted.
            Current PIP 2006 base costs and timing
                 The PIP costs previously underwent the full Queensland Competition Authority
                 assessment during the original PIP review and State Government’s approval and
                 are therefore considered as remaining suitable for the LGIP costing where no
                 newer information is available.
            Proposed LGIP 2014 base costs and amended timing
                 The LGIP base cost estimates of future works items have either used:
                 o the current PIP cost indexed from 2006 to 2014 by the ABS Road & Bridge
                       index in accordance with the guideline; or alternatively
                 o based on newer planning documentation where available.
                 Additional information regarding costing of some specific items is provided as
                 follows:
                 o For future land new purchase proposals, the costs have been re-estimated
                       using an average dollar rate per hectare based on current land selling data
                       obtained from the “realestate.com.au” website and indexed back to the
                       2014 base date using the ABS Consumer Price Index in accordance with
                       the guideline. This is summarised as page 3 of Attachment 2.
                 o For the future land requirements proposed from existing Council owned
                       land, the re-estimated cost is the land valuation obtained from Council’s
                       land asset register and proportioned to the land area required.

                                                                                     Page 5 of 29
