PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 MAY 2017

o New projects not previously contained in the current PIP are for the new
hinterland playground in Cooroy, the Rufous Street development and the
Chaplin Park Precinct Master Plan. These have been included in the new
LGIP due to recent/current planning reports and Council approvals.
o The Noosa Leisure Centre has been updated to include the Library and
Wallace Park which now relates to both Community Land and Recreation
Park purposes. Staff have reviewed the previous “Wallace Park Master
Plan Review Draft Report dated 20 February 2013” prepared under the
Sunshine Coast Regional Council and whilst this report was only issued as
a draft, staff consider elements relating to Stage 1 of the plan as being a
suitable basis for updating the proposed future works for the LGIP
summarised as page 2 of Attachment 2.
Stage 2 of the draft plan has not been considered appropriate for this LGIP
due to the high cost estimate and subject to external funding being
available. This will be determined by new planning that is currently
underway for the new planning scheme and its LGIP.
The estimated timing for provision of the proposed future items have been
                  reviewed with:
                  o     items already been completed as listed in the 2014-2016 time cohort;
o projects allocated to the 2016-2021 time period aligned with Council’s 5
                        year Cap X program; and
o the remaining future projects allocated to the later time cohorts 2021-2026
and 2026-2031 as considered appropriate for an acceptable budget cost
allocation per year. Council does not currently have a 10 year or longer
term Cap X program available as this is also currently being developed.
             Staff review comments
This advises the particular method basis used to determine the LGIP base cost
estimates. Items not based on indexed PIP costs have also been highlighted in
red font for ease of identification.
             Contingency
The LGIP base cost estimates have been adjusted to include the contingency
allowable under the guideline according to the project’s estimated timing.
 Resulting items for SOW table (columns 1 to 4)
This provides the basis for formalising the SOW Table required for the LGIP
however may be further refined following completion of the excel SOW model as
briefly explained in section iii below. The final draft LGIP will be provided for
Council’s review and approval prior to proceeding to the State review.
iii. Schedule of Works (SOW) Model
The SOW model is an excel based spreadsheet model that must be prepared in accordance
with the SOW User Manual included in Appendix C of the Statutory Guideline. The State
Department of Infrastructure, Local Government and Planning has provided the model for
local government use in the preparation of the LGIP.
Full details and requirements of the model was previously detailed to Council in the Planning
& Environment Committee Meeting Report of 12 July 2016.
