Appendix D - Traffic Impact Assessment
Attached to the e-mail MCU15/0095 & REC15/0022 Traffic report, Code responses, , Meeting notes (3 of 3).
Proposed Service Station, 123 Eumundi – Noosa Road, Noosaville
Traffic Report Rev B
3.4 Parking Layout and Internal Configuration
The car park layout has been designed generally in accordance with the requirements of the Driveways and Carparking
Code (Division 13) in the Noosa Plan, which references AS2890.1 – Parking Facilities Part 1: Off Street Car Parking and
AS2890.2 – Off Street Parking Part 2: Commercial Vehicles, as discussed following:
• Parking spaces are 2.7m wide, which exceeds the requirement for User Class 3A (high turnover) spaces under
AS2890.1, noting that aisle widths are a minimum of 6.6m, providing additional allowance above the minimum
width required for single manoeuvre entry and exit;
• Parking spaces are 5.4m long, which meets the requirement under AS2890.1; and
• The parking space for people with disabilities is located in convenient proximity to the entrance to the building.
The space is 2.4m wide and 5.4m long, with an adjacent shared area, in accordance with the requirements of
AS2890.6:2009.
In summary, the car park layout is efficient and legible, and designed generally in accordance with Council’s
requirements, as well as those stipulated in the relevant Australian Standards (AS2890.1, AS2890.2, and AS2890.6).
3.5 Servicing Arrangements
The site has been designed to accommodate the swept path of a 19m Articulated Vehicle for refuelling, as shown in the
plan included as Appendix B. The vehicle would enter the site via the left-in driveway on Eumundi – Noosa Road,
proceed to the appropriate area for refuelling, and then exit the site via the left-out exit driveway onto Eumundi – Noosa
Road.
The spacing of the pumps, location of the fill points, and internal configuration of the site have been designed based on the
manoeuvring requirements of this vehicle, and provision is made for a height clearance of 4.5 metres under the canopy to
accommodate the fuel tanker.
It should be noted that a fuel tanker in the refuelling position would not impede access to or egress from the site, nor
would it prevent access to four of the six refuelling positions at the bowsers, or the vast majority of parking spaces on the
site.
Swept path analysis has also been carried out for the largest rigid service vehicle anticipated to require access to the site (a
heavy rigid vehicle), with the results showing the vehicle entering the site, manoeuvring into the service bay at the end of
the building, and exiting the site in a forward gear (see Appendix C).
Overall, the servicing arrangements are considered to be efficient and legible, and adequate given the scale and nature of
the proposed development.
