4.0 Traffic Impact Assessment
The Department of Main Roads’ Road Planning and Design Manual (Chapter 3), as well as the RTA Guide to Traffic
Generating Developments, suggest that service stations generate approximately 66 trips / 100m² GFA in the critical (PM)
peak hour.
The application of this rate to the proposed shop GFA of 195m² provides an estimated trip generation of 129 trips (entry
and exit), in the peak hour.
It is important to note however that service stations are primarily convenience-based land uses, for which a large
proportion of the customers are passing motorists. Given the nature and location of the proposed development, undiverted
drop in trips are expected to account for 75% of the traffic generated by the development, and only approximately 25% of
trips are expected to be new trips.
On this basis, the proposed development is predicted to generate in the order of 32 new trip ends (i.e. 16 entry movements
and 16 exit movements) coincident with the critical PM peak hour. To put this into perspective, this is equivalent to
approximately one additional trip every two minutes, on average. This level of traffic generation is low, and once
distributed onto the surrounding road network, would be within the range of typical fluctuations in traffic volumes.
Furthermore, given that access to the proposed development would be via left-in and left-out movements only, the impact
of these turning movements upon traffic on the adjacent road network would be low.
In light of the above, no material impact upon the performance of the surrounding road network is anticipated as a result
of the development. As a consequence, no external roadworks should be imposed upon this development, and any impacts
(however minor) could be mitigated by way of infrastructure charges levied against the development.
