PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 6 SEPTEMBER 2016

Previous Council Consideration

Council, at its meeting of 6 March 2014 resolved to commence the process of making planning
scheme amendments to the Noosa Plan. At the same time, Council resolved not to proceed with
the previous Sunshine Coast Regional Council Draft Planning Scheme process which applied to
the Noosa Shire area.

In March 2014 Council undertook a detailed assessment of issues requiring to be addressed in
The Noosa Plan. It was felt at the time that as a new organisation there were more pressing
priorities than commencing a new planning scheme and that until Council had determined its
policy position on a range of issues it would be premature to even undertake a new Strategic
Framework. Therefore work commenced on a “fine tune” of The Noosa Plan rather than a
“redraft”.

Following Councillor workshops and preliminary consultation, Council, at its meeting of 28 August
2014 resolved to amend the planning scheme, in regard to various issues. These amendments
are yet to take effect.

Council has also initiated a review of the Priority Infrastructure Plan to bring it into compliance
with the Sustainable Planning Act as a Local Government Infrastructure Plan.

In December 2015 Council considered a report that provided an overview of the timeline,
resource requirements, estimated budget and other considerations for undertaking a new
planning scheme project. As a consequence, budget provision has been made for preparing the
new scheme and assembling a project team.

Finance & Risk

Council considered the following estimated project costs at its meeting in December 2015.

The risks of not having in place an appropriate planning scheme could be detrimental to the
Noosa community, the Noosa environment, future business and employment opportunities and
the efficient use of land and infrastructure.

Consultation

External Consultation - Community & Stakeholder

Nil. This report is solely intended to enable Council to determine whether to continue with The
Noosa Plan, amend it or replace it. Given there is a strong case for replacement of The Noosa
Plan, community consultation is not seen as being a necessary step to this decision. If Council
does decide to prepare a new planning scheme then there will be extensive community
engagement in that process.
