GENERAL COMMITTEE MEETING AGENDA 12 SEPTEMBER 2022
change the design as they are proceeding to the next phase of the design and construction
process.
The design is considered to be consistent with the character of the street and the adjoining
development however if Councillors wish to change the design the following conditions are
able to be included in the decision
Additional Conditions:
3. The parapet to the Emerald Street frontage is to be removed and replaced with a hip
roof design.
4. All deck and balcony areas above ground floor must not be enclosed by permanent
fixtures such as shutters, louvres, glass panelling or the like, except where required to
satisfy any privacy condition of this Decision Notice or if shown on the approved plans.
5. Street awnings must be provided for the full frontage of the building to Emerald Street.
The awning must be designed to provide maximum continuous solar and rain
protection and promote all weather activity but provide opportunities for street tree
planting and landscaping. The width of the awning must be determined in consultation
with the Manager Development Assessment prior to the issue of the operational works
approval and is to include a sloping roof form. Posts are to be provided and must be
located to the outer most point of the awning so as not to impede pedestrian traffic.
PWD Carparking
Councillors questioned whether additional PWD (People With Disability) carparking was able
to be provided on site. It is noted that the proposal fully complies with Building Code and
Australian/New Zealand Standards which detail office buildings are to provide one PWD
carpark for every 100 carparking spaces on site. The requirement for additional PWD
carparking on site is not considered a reasonable or relevant requirement and therefore has
not been detailed.
Conclusion
Staff have considered the issues raised by Councillors but confirm the previous
recommendation. Should Council wish to include the additional conditions relating to design
an amended motion is provided below.
