GENERAL COMMITTEE MEETING AGENDA 12 SEPTEMBER 2022
REPORT
The application seeks approval for a minor change to a Development Approval for
Commercial Business – Type 1 Office, Commercial Business – Type 2 Medical & Ancillary
Dwelling Unit & Reconfiguration of a Lot – Access Easement to increase the height of the
approved building, amend the gross floor area, parking and design of the building.
A presentation of the proposed changes by the applicant occurred on 10 August 2022, where
all Councillors were present. The applicant outlined the reasons why the increased height
was required for their prospective tenants and submitted that the increased height was
reasonable. In the meeting the applicant was asked by some Councillors to consider if on
site worker’s accommodation could be included in the proposal.
The applicant subsequently prepared plans to include 9 units (13 bedrooms in total) on the
top floor at the rear of the site. Refer Figure 1.
Figure 1 – Accommodation units
The inclusion of accommodation units was discussed with Planning staff on 18 August 2022
with the applicant indicating it was not desirable to include accommodation due to the
operational complexities of the approved uses. Planning staff also expressed concern that
the inclusion of accommodation uses adjoining industrial land may result in poor amenity
outcomes for occupants, with no real provision made for private open space for future
residents.
The applicant was advised that Council officers would not support the proposal based on the
current design due to poor amenity for occupants residing on site, and if the applicant chose
to pursue that they would need to submit a new application to include the use. The applicant
indicated at the meeting they do not wish to pursue this path.
