   EXECUTIVE SUMMARY
   Following Council’s resolution at its Ordinary Meeting dated 16 June 2022, a Request for
   Quotation for the provision of lifeguard services was issued via VendorPanel to Surf Life
   Saving Queensland on 20 June 2022. The response closing date was 18 July 2022.
   SLSQ’s RFQ response satisfactorily addressed all assessment criteria and confirmed
   SLSQ’s capacity and capability to deliver lifeguard services to the required service level
   standards expected by Council and the community. As part of its submission, SLSQ
   submitted two price models for consideration. The first indexes annual agreement increases
   to CPI while the other indexes to Fair Work Commission wage rises.
   Council met with SLSQ after the response closing date to discuss future service levels. This
   report considers various options and recommends Council enter into contractual
   arrangements via an agreement for the provision of lifesaving services with SLSQ as outlined
   in Option 3 of the report.
   Option 3 increases the current agreement value of $1,542,997 by 10% (or $151,188) and is
   the preferred option because the proposed service level increases were developed
   collaboratively with SLSQ and it adopts a risk-based approach while minimising ratepayer
   impact. Given the agreement is primarily labour based, it is recommended Council index the
   labour component of the agreement to Fair Work Commission wage rises and index
   equipment and consumables with CPI as proposed in the SLSQ RFQ response.

   RECOMMENDATION
   That Council note the report by the Property Manager to the General Committee Meeting
   dated 12 September 2022 regarding the provision of lifeguard services and
   A. Agree to award RFQ T000075 for the provision of Lifeguard Services to Surf Lifesaving
        Queensland Inc. for an initial 1 x 5 year term commencing 29 October 2022 for the
        amount of $1,694,186 per annum (ex GST) (noted as Option 3 in the report);
   B. Authorise the CEO to award 1 x 5 year extension to Surf Lifesaving Queensland Inc.
        subject to satisfactory performance at Council’s sole discretion;
   C. Authorise the CEO to take all necessary action, including but not limited to negotiating,
        making, executing and managing the agreement with Surf Lifesaving Queensland Inc.
        for the supply of Lifeguard Services and any required variations of the agreement on
        Council’s behalf;
   D. Note variations to the agreement which seek to increase the agreement’s value will be
        considered as part of Council’s budget deliberations;
   E. Note given the agreement’s commencement date is within the current financial year
        the pro-rata increase to the agreement value will be considered at Budget Review 2;
        and
   F. Agree the labour component of the agreement will be indexed to annual Fair Work
        commission wage rises and the equipment and consumables component will be
        indexed to CPI.

                                                                                 Page 44 of 85
