risk management guidance and support.
Collaboration with the broader Local Government risk management network group and
participation in relevant risk management forums to gain industry knowledge.
Extensive research and document development based on feedback and input.

2. Enterprise Risk and Opportunity Management Policy
This Policy is formulated to align with the Local Government Act 2009 and section 164(1) of
the Local Government Regulation 2012, which requires Council to keep a written record of:
a) risk exposure;
b) the extent to which the risks are relevant to financial management; and
c) the control measures adopted to manage those risks and comply with the ISO
Standard.
The purpose of this Policy is to:
establish Council’s commitment to effective risk and opportunity management and to
provide a clear picture of what constitutes effective risk and opportunity management;
ensure that sound risk management principles and procedures are integrated into
Council’s strategic and operational planning and key decision-making processes; and
assign responsibility across Council in order to implement this Policy.
Essentially, the intent of this Policy is to ensure Council adopts a systematic approach to the
identification, management, mitigation and monitoring of risks and opportunities in alignment
with this Policy, Council’s strategic objectives and the ISO Standard. Refer to the Policy in
Attachment 1.
Key improvements to the Policy include:
The inclusion of risk management principles for clarity, direction and compliance.
Refine Council’s strategic risk appetite and risk tolerances.
Horizontal and vertical integration and communication, resulting in a risk management
culture which supports sound decision-making across all Council activities.
Addressing gaps in monitoring, escalation and reporting on risks, including risk
ownership, reviewing the effectiveness of controls and the ‘3 lines of defence’ model.
Overall, the above improvements will ensure that Council continues to comply with the ISO
Standard requirements, which in turn will strengthen Council’s enterprise risk and opportunity
management framework.
3. Implementation
As part of the Policy implementation process, Council’s Governance Branch will commence
a training and awareness program for all staff. Training will be mandatory and will form part
of Council’s core governance training modules.
The training and communication approach will be multifaceted and will include online training
modules, face-to-face, and targeted sessions with various teams. Council will work with Local
Government Mutual Services (LGMS) to deliver a targeted training programme for our staff
to ensure the Policy is implemented effectively across Council and imbedded within Council’s
BAU activities and business culture.
