Information Request - 2212-32529 SRA
Attached to the e-mail MCU22/0203 OPW22/0304 - SARA Information Request—Noosa Spit Coastal Protection Works.
GE33-N SARA reference: 2212-32529 SRA Council reference: MCU22/0203 OPW22/0304 13 January 2023 Noosa Shire Council Level 1, 9 Pelican Street TEWANTIN QLD 4565 [email protected] Attention: Cody Johnston Dear Mr Johnston SARA Information Request—Noosa Spit Coastal Protection Works (Given under section 12 of the Development Assessment Rules) This notice has been issued because the State Assessment and Referral Agency (SARA) has identified that information necessary to assess your application against State code 8: Coastal development and tidal works (State code 8) and State code 22: Environmentally relevant activities (State code 22) of the State Development Assessment Provisions (SDAP) has not been provided. Sediment Analysis & Dredge Management Plan 1. Issue: The Letter prepared by BMT Commercial Australia Pty Ltd, dated 5 January 2023 and reference L.A10342.003.01.cover_letter_revised.docx, indicates that a Sediment Analysis and Dredge Management Plan are available however, these documents have not been provided. The Sediment Analysis and Dredge Management Plan are required in order for SARA to determine the impact (if any) of the development on water quality and Matters of State Environmental Significance (MSES). Specifically, to determine compliance with Performance Outcome (PO) 13 and PO17 of State code 8 and PO4 and PO7 of State code 22. Action: Provide the Sediment Analysis and Noosa Spit Dredge Management Plan. Source of Material 2. Issue: Based on the information provided, it is unclear where the total amount of material required for the project will be sourced. The Memorandum prepared by BMT Commercial Australia Pty Ltd, South East Queensland (North) regional office Level 4, Foundation Place 3 South Sea Islander Way, Maroochydore Page 1 of 4 PO Box 1129, Maroochydore QLD 4558

Volumes, indicates that the project will involve dredging up to 136,000 tonnes within the ‘dredge
channel’ but the total amount of material required for the sand plugs and beach nourishment is
144,500 tonnes. Therefore, it is unclear where the remaining 8,500 tonnes of material will be
sourced and the characteristics of the material.
This information is required for SARA to determine compliance with PO8 and PO13 of State
Code 8 of SDAP.
Action:
Demonstrate that material from an alternative source to the ‘dredge channel’ is suitable for beach
nourishment and construction of the sand plugs. In particular, confirm the following:
the source of the 8,500 tonnes of material which is unaccounted for
the characteristics of the material and whether it matches the receiving environment in
terms of type and size
that the material does not contain contaminants at unacceptable levels
that the material is appropriate for the proposed use.
Volume of Dredge Material
3. Issue:
Based on the information provided, the amount of material to be dredged is unclear. Specifically,
the Noosa Spit Coastal Protection Environmental Assessment prepared by BMT Commercial
Australia Pty Ltd, dated 23rd November 2022, reference R.A10342.002.01_Environmental
Assessment.docx and revision 01, indicates that the project will involve:
dredging up to 85,000m3
14,000m3 of sand to fill the northern sand plug
17,000m3 of sand to fill the southern sand plug.
However, contradicting this, Table 1.1 Summary of volumes and tonnages of the Memorandum
prepared by BMT Commercial Australia Pty Ltd, dated 05/01/2023 and reference
M.A10342.001_Revised-Design-Drawings-and-Dredge-Volumes, indicates that the project will
involve:
dredging up to 80,000m3
11,450m3 of sand to fill the western sand plug
10,85m3 of sand to fill the eastern sand plug.
Action:
Confirm the exact volume of material to be dredged and the volume of fill required for each sand
plug in tonnes.
Note: The total volume of material should inform your response to Item 2 of this request.
Timing of Dredging
4. Issue:
The Letter prepared by BMT Commercial Australia Pty Ltd, dated 23 November 2022 and
reference L.A10342.002.01.Information Request Response.docx, indicates dredging will most
likely be undertaken between April and September.
Whilst this letter has been provided as part of the application material, it is noted this was a

response to an information request for a previous development application for the proposed
project. It is also noted that the Noosa Spit Coastal Protection Environmental Assessment
prepared by BMT Commercial Australia Pty Ltd, dated 23rd November 2022, reference
R.A10342.002.01_Environmental Assessment.docx and revision 01 states that dredging will be
undertaken in winter months when shorebird numbers are lowest, but does not specify the
months. Therefore, SARA seek to confirm the proposed dredge timing.
Action:
Confirm when you intend to undertake dredging, for example between April and September.
