1. INTRODUCTION
RECOR has been commissioned to assess the stormwater management requirements for a
proposed residential unit development in Bottlebrush Avenue, Noosa Heads.
This report outlines the existing drainage patterns and how site run-off is proposed to be
managed for the new development, in accordance with Noosa Shire Council requirements
for stormwater drainage.
The proposed design plans are provided in Appendix A - Proposed Development Plans for
reference.
2. EXISTING SITE DETAILS
2. 1. E X I S T I N G S I T E D E S C R I P T I O N
Lot 138 (RP88934) currently contains an existing residential dwelling and has a total land
area of 505.9m², including approximately 145m² of roof area and 78m² of paved surfaces
(total impervious area: 223m²). The site is steeply sloping with an average grade of between
15% and 20% sloping southwest towards the street frontage (street frontage of 15.09m).

2. 2. E X I S T I N G D R A I N A G E P A T T E R N S
Data obtained from the detailed survey and Council’s interactive mapping indicates that the
nearest stormwater drainage is a kerb inlet pit immediately in front of the subject site.
No other stormwater infrastructure has been identified in the site detailed survey and no
kerb adaptors are present within the road frontage of the property. It is expected that both
roof water and surface run-off from the site flow overland toward the road collection system
where it is conveyed via the kerb and gutter into the inlet pit
Due to the sloping nature of the lot, surface run-off from upstream catchments is expected
to flow through the site and eventually be collected within the Bottlebrush Avenue street
drainage system.

3. PROPOSED DEVELOPMENT
3. 1. P R O P O S E D D E V E L O P M E N T D R A I N A G E P A T T E R N
The proposed development increases the impervious area of the site by approximately
167m² (from 223 m2 to approximately 390m²).
The site has been modelled using the DRAINS software to assess the peak flow hydrology
off the site. In accordance with ARR2019, an Initial Loss-Continuing Loss (IL-CL) model has
been used to assess the proposed development against the ensemble of storm temporal
patterns for the East Coast North region. The models have been run using the ensemble of
storm events for durations from 5 minutes to 6 hours to determine the critical storm duration
and the mean peak flowrate from the storms.
The loss parameters and temporal patterns have been imported from the ARR Datahub, and
rainfall intensities have been imported from the Bureau of Meteorology IFD rainfall data
allowing for a climate change factor of an additional 20% increase to rainfall depths to
account for future climate change patterns. Due to the small nature of the development, a
minimum time of concentration of 5 minutes has been used for each contributing area.
The model used for DRAINS for the site is shown below in Figure 3.1 – DRAINS model
Layout. A single pre-development catchment represents the existing site, whereas the
developed site is represented by the sum of the ground catchment and the roof catchment,
allowing the detention tank to be introduced to analyse the mitigated developed site
conditions.
Figure 3.1 – DRAINS model Layout
The configuration of the catchment areas for pre-development and post development areas
are shown in Figure 3.2 – DRAINS Pre-development catchments and Figure 3.3 – DRAINS
Post-development catchments respectively. The developed flow rates were determined
from the sum of flow values at the source catchments prior to any impacts from the
attenuated model.

The results of the modelling against the range of design storms for the development under
the existing and proposed development conditions are shown in Table 3.1 Existing and
proposed unmitigated site peak discharge rates.

As the site has increased the total peak flows from the site, attenuation storage will be
required to mitigate the outflows to ensure that the development does not exceed the
predevelopment levels.
To determine the attenuation required, the model for the developed site was updated to
include a proposed detention tank to be provided for the development. An iterative sizing
process was used to determine both the sizing of the detention storage and the low flow
outlet orifice that would attain the required peak flow rates from the site. Based on this

process, it was determined that an attenuation portion of 5kL with a low flow outlet orifice
of 60mm, and 150mm overflow outlet will be suitable for the development.
Using this mitigated development model, the proposed developed flows were again
compared to the existing state as shown below in Table 3.2 Existing and proposed
mitigated site peak discharge rates.

As the total peak flows are equal to or below the existing site conditions, the proposed on-
site detention will suitably control the peak flow storm events from the development.
To minimise impacts of any overland flows upon the proposed development, surface run-
off from the upstream property will be captured along the northern boundary in a turfed
catch drain graded towards an inlet pit of the internal drainage network.
Due to the small scale of the development and the residential nature of the proposed use,
the impacts to stormwater quality during the operational life of the development are
expected to be minimal, therefore stormwater treatment is not proposed for the
development.
The attached Roads and Drainage Layout Plan (refer Appendix A - Proposed Development
Plans) provides further details on the proposed stormwater layout. The drainage system for
the proposed site is to be designed to comply with:
1. Noosa Shire Council Planning Scheme Policy (PSP) - Engineering Design Standards
– Roads, drainage and earthworks;
2. The Queensland Urban Drainage Manual (QUDM); and
3. AS/NZS 3500.3:2015 - Plumbing and Drainage Part 3: Stormwater Drainage.

During construction, it is necessary to manage stormwater run-off to avoid potential
contamination of downstream waterways and infrastructure from sediments and other
pollutants from the site.
Best practice erosion and sediment controls shall be installed to minimise the discharge of
potential contaminants from the site, in accordance with the objectives of Appendix 2 of the
SPP (DERM, July 2017) shown below in Figure 3.4.
Figure 3.4 SPP 2017 Construction Phase Stormwater Management Design Objectives
Appendix A Proposed Development Plans contains the site-specific erosion and sediment
control (ESC) Plan proposed for the development. The measures suitable for the site
include:
1. Sediment fencing installed along the downstream boundaries of the site.
2. Diversion of upstream run-off around exposed earthworks through the
implementation of a catch drain around the work area until the stormwater drainage
line is installed
3. A shakedown area is to be installed at the construction site entry/exit points.

Section 7
4. Sediment inlet filters are to be provided to pits during construction works.
5. A kerb inlet sediment trap is to be in place at the kerb inlet in Bottlebrush Avenue
during construction works.
6. Where the verge area within the road reserve has been disturbed, grass filter strips
are to be installed behind the kerb
In addition to these measures, stockpiles and construction materials will not be stored within
the road reserve and shall be contained by downstream sediment fencing, as well as
covered when required.
3.2.1 Erosion and Sediment Control Monitoring
The control measures described above will be maintained in an effective operational
condition throughout the duration of the construction works.
Regular inspections shall be carried out by the contractor and any defects in the erosion and
sediment control devices specified will be remedied as soon as practicable. Inspections to
be carried out (in accordance with the IECA Best Practice Erosion and Sediment Control
[BPESC]) are as follows:
1. Routine Inspection – is to be carried out daily while work is being carried out on site,
or weekly while works are not being carried out.
2. Preventative inspection – to be carried out before rain is forecast.
3. Reactive inspection – to be carried out after a rainfall event sufficient to mobilise
surface sediment on the site.
Documentation of any defects will also be carried out in accordance with BPESC, which
includes recording the date the defect was identified, a description of the defect, the cause
of the defect and measures that can be implemented to reduce the likelihood of the defect
occurring again. Once the device has been repaired, the date of repair and the solution
implemented will also be recorded in the documentation.
4. CONCLUSION
The assessment has described how stormwater run-off from the proposed development will
be managed to comply with the relevant requirements. In summary:
• During construction, erosion and sediment control measures will be employed as
described in Section 3.2. These measures are to be inspected and maintained
regularly during construction, as described in Section 3.2.1.
• As a small-scale residential unit building, the development is not considered to
significantly alter the water quality from the site during the operational period.

Section 8
• The development will increase the impervious area by approximately 167m²
resulting in an increase to peak runoff from the site. This increase is to be mitigated
with the provision of a 5,000L underground stormwater detention tank with 60mm
low flow orifice outlet (refer Section 3.1).
• The stormwater run-off from the site will be discharged into the kerb inlet pit located
in front of the site.
