GENERAL COMMITTEE MEETING AGENDA 13 MARCH 2017
Risk
Finance risks include;
Client request for scope changes. This is to be mitigated through project control group
management and limitation of client requested scope variations.
Latent conditions. Typically a geotechnical risk, previous investigations have mitigated much
of this risk.
Costs relating to service connections such as Energex and Unity Water. Mitigated through
allowances based on industry experience.
Variation risks. This has been partly mitigated through the lump sum design and construct
procurement method with further mitigation through post tender clarifications tying Hutchinson
Builders firmly into the scope of works.
Contingency amount being insufficient. This risk may be mitigated through the adoption of
saving options negotiated with Hutchinson Builders with further value engineering to occur
during the detailed design process.
Time risks include;
Wet weather delays. Construction during the typically dry season aims to mitigate this.
Delays in obtaining approvals.
Delays from specialist equipment such as lifts.
Safety Risks;
Hutchinson Builders would be appointed as the Principal Contractor and responsible for
Workplace Health and Safety of the site and the ultimate design. Prior to construction
commencing, workplace health and safety and pedestrian and traffic management plans will
be required to be submitted to Council for approval. Regular audits on contractor compliance
with these approved plans will be undertaken by Council throughout construction.
Scope & Quality Risk;
The risk of meeting project objectives is to be managed through Council staff reviews supported
by specialist consultants who developed the engineering performance specifications.
Resource Risk;
Hutchinson Builders have nominated a very capable team for this project limiting the resourcing
risks to the project. The addition of external superintendent and engineering consultants,
mitigates the resourcing risk from Council.
External Consultation - Community & Stakeholder
Extensive community consultation has been undertaken for this project and site in general. The
Peregian ‘Your Say’ site has a specific page dedicated to informing the community of progress and
updates to the project. This consultation tool will be supplemented during construction with project
news at the appropriate times through the project.
Immediately affected stakeholders will also be directly consulted during the works.
Internal Consultation
Rufous Street Project Control Group, Finance, Procurement, Environment, Civil Operations and
Asset Planning Teams.
