PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 9 DECEMBER 2014

On 13 August 2007, Council approved a Change to a Development Approval to allow a minor
extension (223m2) to the shed, bringing the total Gross Floor Area of the development to
20,653m2.
The brickworks factory ceased operations in 2010 due to economic reasons.
Sunshine Coast Council approved development application MCU13/0171 for a Material Change
of Use for a soft drink factory on the site on 1 November 2013, subject to 26 conditions. The
approval identified sufficient grounds to support the proposal, despite conflicts with provisions of
The Noosa Plan. The application was publicly notified with 6 objections and 104 submissions of
support received. Submissions in support were received from the Cooroy Chamber of
Commerce, the Noosa Chamber of Commerce & Industry and the Cooroy RSL. The issues
raised by objectors included the timing of the assessment, traffic concerns, zoning conflict, hours
of operation, flooding and water quality.
2.2. Site Description
The subject site is located approximately 3km northeast of Cooroy’s town centre, on the western
side of Lake Macdonald.
The brickworks factory and associated stockpile areas comprise the majority of the allotment.
There are four existing driveway crossovers along the frontage of the site providing access from
Lake Macdonald Drive. The crossover situated in the southern corner of the site is also identified
as a haulage route for Westridge Quarry, which is situated on the neighbouring allotment to the
northeast.
Tributaries of the Six Mile Creek exist along the western boundary, and through the eastern
portion of the site. The topography of the site is relatively flat, with it draining into the two creeks.
The site is located outside of the catchment area for Lake Macdonald.
A locality plan and aerial photograph of the site is shown below.
