PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 9 DECEMBER 2014

Access to the lots will be via the new “Masonry Street” cul de sac, a continuation of an unformed stub
road off Cordwood Drive. Lot’s 14, 15 and 16 are sited on the western side of Masonry Street, adjoin
the balance lot and overlook a vegetated waterway. Lot’s 8 and 9 are sited on the eastern side of
Masonry Street, adjoin existing detached housing lots and have some views across to the waterway.
Lots 14, 15 and 16 have inter-allotment drainage and Lot’s 8 and 9 drains to the street, before being
treated in a bio-retention basin and released to the eastern tributary.
The applicant proposes to rehabilitate a 10m wide corridor for the full length and both sides of the
waterway except for an area that adjoins lot’s 15 and 16 where 7.5m and 20.5m is proposed.
A footpath is proposed from the end of the cul de sac across the waterway, connecting to the
adjoining proposed parkland as part of application REC13/0146. A foot bridge proposed across the
waterway also forms part of the stormwater retention strategy for the development.
The applicant is seeking to provide a playground within the park on neighbouring land in lieu of Park
Contributions for the development.
2. SITE DETAILS
2.1. Background
This application is essentially Stage 5 of a 6 staged development, with each stage submitted in
individual applications. Stage 6, REC14/0009 is before Council and proposes 4 residential lots
accessed from the new ‘Masonry Road’ and proposed to be constructed concurrently should this
application be approved. Details of the other stages of developments are as follows:
 Stage 1(REC13/0015) has been approved creating Lots 1, 2, 3, and 4 fronting Lake Macdonald
      Drive
 Stage 2(REC13/0095) has been approved creating Lot’s 5, 6 and 7 fronting Wilgee Court.
 Stage 3 (REC13/0146) is before Council and proposes 16 residential lots accessed from Blue
      Wren Place.
 Stage 4 (MCU13/0226 & REC13/0148) proposes 25 residential lots, is before Council and
      adjoins Stage 3.
2.2. Site Description
The site is traversed by two tributaries of Six Mile Creek, described as the eastern and western
tributaries. The location of the 2 tributaries is shown in Figure 2 below. Approximately 70% of the land
is flood affected, except for where some residential lots are proposed via REC13/0146 and
REC14/0009. The majority of the land is pasture except for a narrow stand of riparian vegetation
along the creek lines and to a low lying area to the southwest corner of the lot. The site slopes gently
from the northern boundary toward the waterways.
