PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 9 DECEMBER 2014

Natural Resources Overlay – Gas Pipeline Buffer
The residential lots are within the 200 metre buffer area identified for the proposed Gatton to
Gympie Gas Pipeline. Figure 5 below shows the location of the gas pipeline easement in relation
to the subject site.

Figure 5 - Gas Pipeline easement

The Natural Resources Overlay requires adequate separation between the use and the gas
pipeline, with the Probable Solution seeking no increase to the number of people living or
congregating within 200m of the gas pipeline. The buffer area was adopted within the planning
scheme as a precautionary mechanism to trigger further investigation with the licence holder, and
is not a total exclusion zone within which no development can occur.
The gas pipeline is not yet established within the easement and advice from the pipeline licence
holder, APA Pty Ltd who own and operate the high-pressure gas pipelines, is that it is still
unknown whether a gas pipeline will be constructed. APA Pty Ltd has indicated that any future
pipeline can be designed to avoid dangers associated with the future construction and operation
of a gas pipeline. In this regard, APA Pty Ltd had no objection to the recent approval of an
adjoining 22 lot subdivision providing no lots were created within the gas pipeline easement.
There are no lots being created within the easement as part of this application.
The proposal does not meet the Probable Solution S14.1 of the code, which requires no increase
to the number of people living or congregating within 200m of the gas pipeline. However, the
proposal is consistent with the Overall Outcomes of the Natural Resources Overlay Code, which
seeks development to be located to ‘avoid dangers with the pipeline…’ and ‘not adversely affect
the operations of the pipeline…’
Given that the proposed lots will be within the gas pipeline buffer, a property note is
recommended advising future owners of the gas pipeline easement and contact details of the
licence holder.
