PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 9 DECEMBER 2014
An external peer review of the Flood Assessment confirmed the non-worsening to be accurate
but raised some concern with the unconventional flood strategy because approximately 50% of
the flood storage is achieved by “roughness” provided by flood plain vegetation of the western
tributary. This strategy is not supported as it poses too high a risk to rely on vegetation for flood
storage purposes. However, the flood strategy indicates that conventional flood storage in the
form of a bio retention basin and a restrictive footbridge across the eastern tributary are sufficient
to address flooding for this subdivision and the adjoining application REC14/0009. Given the
conventional flood strategy for this development, the applicant has sufficiently demonstrated
compliance with the Natural Hazards Overlay Code.
Natural Resources Overlay – Extractive Resources Buffer
The proposed residential lots are within the Extractive Resources Buffer Area. The clay mining
activities and associated haulage roads are restricted to Neales Pit, which is located more than
550m away from the proposed lots. Figure 4 below shows the location of Neales pit in relation to
the subject site.

The area between the active pit and the proposed subdivision is elevated and naturally vegetated
with the hilly terrain providing a natural acoustic buffer for future residents.
The proposal will not limit the potential for the utilisation of the extractive resource given the
existing natural buffer.
