PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 9 DECEMBER 2014
Issues Comments
Loss of native fauna habitat. The proposal requires the clearing of 3 trees within the
mapped riparian buffer area of the Biodiversity Overlay
for the creation of the bioretention basin.
A condition is required for the 750m 2 of drainage and
environmental park area adjacent to the waterway to be
rehabilitated and revegetated, providing a vegetated
corridor through the development. This rehabilitation
offsets the removal of the trees for the basin.
The balance of the site is not mapped as either
Environmental Enhancement or Environmental
Protection vegetation.
Potential stormwater impacts on 154 Elm St The site is to be regraded to drain to the new road and
the preliminary stormwater design includes inter-lot
drainage servicing 154 Elm Street.
5. CONCLUSION
In deciding whether to issue a Preliminary Approval to develop detached houses on the 2ha
Community Service zoned land in Cooroy, there must be sufficient grounds in the public’s
interest to allow for the development.
The applicant has not provided a detailed need analysis to justify the loss of the Community
Service zoned land. Despite this, there are reasonable grounds due to the site’s access
constraints, the location away from the Business Centre and the adjoining residential zones.
Further, since zoning the site for Community Services in 2007, there have been other significant
development approvals for Retirement & Special Needs Housing in the immediate area. These
are likely to meet the need for this residential use for the next 20 year planning horizon.
The proposed development for detached housing is within the existing urban footprint and
provides for a practical infill development within an already established and planned residential
area of Cooroy. While the proposed use raises a conflict with the Cooroy and Lake Macdonald
Locality Code, it is considered that the following grounds are sufficient to support the proposal:
1. The development provides for a practical infill development to support a growing urban
settlement of permanent residents in Cooroy.
2. The proposal is compatible with the residential zoned land surrounding the site.
3. The proposed residential uses are compatible with the constrained site access provided via
Blue Wren Place, with more intensive development unlikely to be suitable.
4. The use of the site for residential uses will not unduly impact Cooroy’s ability to provide for
a range of community uses.
The application is therefore recommended for approval, subject to conditions.
