8 June 2018 Our Ref: 17GCT0161 Your Ref: Attention: Mr Nathan Quartermaine Burling Brown Architects PO Box 930 Southport QLD 4215 Dear Nathan, RE: Good Shepherd Lutheran College, 115 Eumundi Road, Noosaville QLD - School Car Park Introduction TTM Consulting has been engaged by Good Shepherd Lutheran College to prepare a traffic engineering letter investigating the formalisation of a proposed car park. It is understood that a Development Application is to be lodged with the Noosa Shire Council. This report investigates the proposal with respect to the parking, access, servicing and pedestrian access for the proposed development. To assess the proposed transport arrangements, the development plans have been assessed against the Noosa Plan, Australian Standards (AS2890 series), Austroads guidance and the Department of Transport and Main Road’s (DTMR’s) Planning for Safe Transport Infrastructure at Schools. Development Site The development site is located at 115 Eumundi Road, Noosaville, as shown in Figure 1. The property description is Lot 30 on SP170751. The site is located on the eastern corner of the Eumundi Noosa Road / Walter Hay Drive roundabout and has road frontage to each of these roads. The site is bounded by the Good Shepherd Lutheran College to the north and east; Eumundi Noosa Road to the west; and Walter Hay Drive to the south. The subject site is currently zoned for Industrial uses according to the Noosa Plan. The surrounding area is community uses (school) and industrial uses. It is understood that the site is currently vacant. It has one existing 7.5m Type B1 crossover onto Eumundi Noosa Road on the western boundary. The site location and existing arrangements are shown in Figure 2. TTM Consulting Pty Ltd P 07 5514 8000 PO Box 930 ttmgroup.com.au ABN 65 010 868 621 E [email protected] Sanctuary Cove QLD 4212

Site Location
Figure 1: Site Location
Both Eumundi Noosa Road and Walter Hay Drive are classified as Major Roads according to the Noosa Plan.
Eumundi Noosa Road is a four lane (two lane each direction), median divided road along the site frontage
and Walter Hay Drive is a two lane, median divided road along the site frontage. Dedicated on-street cycle
lanes and pedestrian footpaths are provided along each carriageway for both the roads fronting the site.

Proposed Development
The proposed development comprises the construction of approximately 142 car parking spaces, to be
ancillary to the adjacent Good Shepherd Lutheran College. The proposed indicative layout is shown in Figure
3.
It is understood that the proposed development is to cater for staff of the school and students driving
themselves; and, to act as overflow parking for large parent events. No pick-up and drop-off of students is
proposed to occur on this site.

Pedestrian Access

Vehicle Access
Vehicular access to the site is proposed via the existing left-in left-out 7.5m Type B1 crossover from Eumundi
Noosa Road.
Sight Distance
On a road with a posted speed of 60kph and design speed of 70kph (ie Eumundi Noosa Road), Austroads
guidance recommends that 151m of safe intersection sight distance should be provided. On-site
observations indicate that there is clear vision of the Eumundi Noosa Road / Goodchap Street / School
3
Page 4
Access roundabout from the proposed access driveway. This roundabout is located approximately 130m
north of the existing access driveway, as shown in Figure 4.
Vehicles traversing through the roundabout would need to slow down to 30-40kph in order to negotiate the
roundabout. In addition, the section of Eumundi Noosa Road fronting the site is a school zone, with a
maximum speed limit of 40kph during school zone hours (generally the peak hours in school areas).
Austroads outlines that for a design speed of 40kph, a sight distance of 73m is recommended.
The actual speed environment of the road would be much lower than the posted speed and the available
sight distance exceeds the 73m required. Therefore, sufficient sight distance is available from the proposed
access driveway.

Car Parking
The subject site is greenfield in nature and currently undeveloped.
Parking Provision
It is proposed to provide approximately 142 car parking spaces, to be confirmed at the detailed design stage.
It is understood that these would be dedicated for staff parking and self-driving student parking; and be
described as User class 1 by Table 1.1 within AS2890.1. This is because the parking spaces would typically be
used as all-day parking with a low turnover.
It is also understood that the car park would be utilised on occasion when overflow parent parking is
required ie sporting events, speech night, performing arts events etc. This type of use would be described as
User class 2 by Table 1.1 within AS2890.1.
The proposed car park is to be predominately used on a day-to-day basis by User class 1 uses and only on
occasion during large events for User class 2 uses. Therefore, it is expected that designing the car park for
User class 1 uses is suitable for the proposed development.
Carpark Layout and Design
Table 1 identifies the characteristics of the proposed parking area with respect to Council and Australian
Standard requirements. The last column identifies the compliance of each design aspect.
The layout of the on-site parking is generally consistent with the requirements outlined in the AS2890.1. It is
recommended that during detail design the layout remain consistent with the AS2890.1 requirements.

Parking aisle 1:20 (5.0%) 1:16 (6.25%) 1:40 (2.5%) Compliant
The car parking spaces have been designed at 2.4m wide, consistent with AS2890.1 requirements for User
class 1 uses. Therefore, the proposed car parking space widths are considered suitable for the proposed
development.

PWD Provision
The Building Code of Australia outlines that ‘carparking spaces for people with disabilities need not be
provided in a carpark or carparking area where a parking service is provided and direct access to any of the
carparking spaces is not available to the general public or occupants.’
It is understood that this carpark is to be for staff and self-driving students only, be ancillary to the existing
school and not to be for the use of the general public. Therefore, TTM is of the opinion that provision for
PWD car parking in the proposed development is not required.
Parking Bay Length
Car parking spaces 62 – 142, as shown in Figure 3, have been designed with a length of 4.8m. Figure 2.2
within AS2890.1 outlines that the length of car parking spaces can be reduced to 4.8m where parking is to a
low kerb which allows 600mm overhang. It also outlined that the 600mm overhang area is unobstructed, is
not another car parking space and is not required as a footway.
There is a 1.8m wide planting at the end of car parking spaces 62-105, as shown in Figure 3. Car parking
spaces 106-142 front the existing foliage area. Each of these areas are expected to be sufficient to cater for
the 600mm overhang. Therefore, the proposed car parking bay lengths are designed in accordance with the
Australian Standards and considered adequate.
It is recommended that the grades within the car park be designed in accordance with AS2890.1 during the
detail design stage of development. These design requirements are outlined in Table 1.
Internal Queuing
The proposed layout incorporates 6.0m of clear queuing area (ie one vehicle) from the property boundary at
the access driveway to the first car parking space.
AS2890.1 provides guidance for the minimum queuing length at carparks with a control point (ie boom gate
and ticketing issuing devices). This is not the case with the proposed carpark. Therefore, would not be
appropriate when assessing the proposed development.
TTM expects that the proposed on-site queuing area is sufficient for the following reasons:
• Vehicles accessing the carpark are expected to be tidal (ie approximately 100% in during AM Peak and
100% out during PM Peak)
• Motorists are likely to park in the more ‘desirable’ (ie closer to the school) car parking spaces first
• The carpark is for staff and self-driving students only, therefore, the car parking spaces have a low
turnover
Pedestrian Connectivity
It is recommended that internal pedestrian connectivity to the adjacent school be incorporated to design.
6
Page 7
Potential Future Connection
TTM understands that it is proposed to potentially provide a vehicular connection between the proposed car
parking facility and the existing drop-off / pick-up facility. This is shown in Figure 5.
The connection would be accessing the public road network, as shown in Figure 6. However, the access
would effectively act as an internal connection between the two school car parking areas; as the section of
public road is one-way only and goes to the school drop-off / pick-up area.
Queuing
TTM estimates that the proposed future access/connection would incorporate approximately 6.0m of clear
queuing area (ie one vehicle) from the property boundary to the first car parking space. TTM expects that
this provision is suitable to cater for the queuing of vehicles access the car park via this connection.
It is expected that the proposal would not affect the internal operations of the drop-off pick-up area. Whilst
vehicles leaving the proposed car park would be travelling in the same direction as vehicles queuing to pick-
up a student, they would be able to pass the queuing vehicles.
Therefore, TTM expect that the proposed connection would not significantly impact on queuing to the
external road network.
Furthermore, TTM expects that the proposed access would improve the internal queuing within the site, as it
would allow vehicles an alternative access to the proposed car parking area.
Sight Distance
As discussed in previous sections of this report, it is expected that vehicle speeds would be in the order of
30-40kph along the roads fronting the development. TTM expects that vehicle speeds would be even slower
when exiting Walter Hay Drive to access the Good Shepherd Lutheran College drop-off / pick-up area.
TTM estimates that there would be approximately 25-30m of sight distance available for vehicles exiting the
proposed car park. This is considered more than appropriate and TTM expects that the proposed connection
would not have a significant impact on the local road network.
Design
It is recommended that swept paths of the design vehicle are undertaken to determine an appropriate
design for the connection (ie width of connection, appropriate grading, signage and line marking etc). TTM
expects that the design vehicle to pass through the connection would be a long rigid bus.
TTM expects that either a driveway design or an intersection design would be appropriate. This would be
determined at a later stage.

Conclusions
The proposed development has been evaluated in terms of its site access, parking and servicing operations.
The main points to note are:
• the proposed development is to incorporate 142 car parking spaces
• the proposed carpark is to be predominately for staff parking and self-driving students
• the proposed carpark is to be utilised by parents as overflow car parking for large events if required
• the proposed carpark is to be ancillary to the existing school
• the proposed access is via an existing 7.5m wide left-in left-out B1 type crossover onto Eumundi
Noosa Road
• sufficient sight distance is available from the proposed access
• it is expected that there is sufficient on-site queuing provision
• it is recommended that pedestrian connectivity to the adjacent school be incorporated into the design
of the carpark
Based on the assessment contained within this report, TTM see no traffic engineering reason the relevant
approvals should not be granted.
