SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 APRIL 2019
There is opportunity for simplification and improvement of the current concession system,
which could benefit ferry users, the operator and Council. Council should continue to
explore opportunities to introduce changes to this system under the existing lease
agreement.
Priority slip lanes are not supported due to concerns with efficacy, safety, vegetation
removal and cost.
It is recommended Council agrees to NNSF’s request to extend the existing lease, in accordance
with the lease provisions.
Previous Council Consideration

Finance
The ferry service operates on a revenue sharing basis and provides a net benefit to ratepayers.
The recommended lease extension should maintain income levels generally in line with recent
history.
Risks & Opportunities
The report seeks a timely Council determination in the lead up to the expiry to the current ferry
lease agreement. There would be uncertainty in the event of a lapsed agreement or the need to
proceed to a new tender process, with that process posing both risks and opportunities, with
regard to income and service levels.
Council is a member of the Teewah Cooloola Working Group, which is considering the issue of
over use of the area. Options to limit Noosa North Shore visitor numbers may impact on ferry
revenue. Under the revenue sharing agreement, such revenue impacts would be borne by
Council and not the ferry operator.
