RECOMMENDATION
That Council note the report by the Property Manager to the Services & Organisation Committee
Meeting dated 9 April 2019 and authorise the CEO to enter into an interim management
agreement for the Noosa North Shore Campground with Beachfront Caravan Park Pty Ltd for 11
months commencing 1 May 2019.
REPORT
The current managers of the Noosa North Shore Beach Campground (Beachfront Caravan Park
Pty Ltd) have been managing the campground since 1 August 2012. The original management
agreement was for a three year term with 2 X 1 year options. Both one year options were
accepted by the Manager with the second option expiring 31 July 2017.
At the April 2018 Ordinary Meeting, an interim agreement commencing 1 June 2018 was granted
to Beachfront Caravan Park Pty Ltd (the Manager) to allow campground operations to continue
during the campground redevelopment and this agreement is due to expire 30 April 2019. The
campground redevelopment is now scheduled to commence in July 2019, which allows for
completion of the tender assessment process for the redevelopment works. The campground
redevelopment is scheduled for completion prior to the 2019 Christmas school holiday period.
It is proposed that a new tender for the provision of management services for the Campground
be conducted after February 2020. This timeframe is suggested for two reasons:
It will allow the Manager to continue campground operations during the redevelopment by
remaining onsite as site security, responding to enquiries (passing traffic, phone and online
enquiries) and accepting forward bookings to ensure revenue is maximised for the
campground reopening which is scheduled for the December 2019 Christmas school
holiday period; and
Allows Council to proceed to tender for the provision of management services outside of
the 2019 Christmas school holiday period.
Accordingly, this report seeks Council approval to extend the current management agreement for
a further 11 months commencing 1 May 2019. The incumbent has satisfactorily discharged its
obligations in relation to the current agreement to date.
