EXECUTIVE SUMMARY
Not applicable

RECOMMENDATION
That Council note the report by the Director Executive Services to the Services and Organisation
Committee meeting dated 9 April 2019 regarding the update to Council’s organisation structure
as detailed within the report.

REPORT
The purpose of this report is to inform Council of the establishment of 4 temporary positions.
The positions are within the Environment and Sustainable Development and Corporate Services
Department (refer below).
The organisational structure was last reported to Council in December 2018. Council, at its
Ordinary Meeting of 20 December 2018, approved the number of equivalent full time permanent
positions (EFT) at 369.84.
Any change to the approved EFT must be approved by Council and adequate funding must be
provided for within the budget. Temporary positions are not counted in the approved EFT position
establishment of Council however long term temporary positions of greater than 1 year (which
are predominantly project based) are reported for Council’s information because of their
resourcing and budgetary implications in the short term (i.e.1-3 years).

Temporary Positions
As previously identified, temporary positions are not included in the EFT as they are project
based with specific terms, i.e. start and end dates. However, we have implemented a process to
report these to Council as any changes are made during the year.
Environment and Sustainable Development Department
The creation of two temporary full time positions of:
 Development Planner (3 year term, currently vacant); and
 Engineering Officer - Construction (3 year term) from 18/03/19 to18/03/2022.
The need for these positions was supported by the Executive Team following the outcomes of
the review of the operations of the DA Planning Branch undertaken by the Director. The review
identified the need for additional staffing resources as a result of high workloads, the consistent
increase in planning applications and complexity of applications, and the potential impact of the
new planning scheme and anticipated further increase in development applications. These
positions are funded from development assessment revenue which exceeds current budget
forecasts. They are also included in the draft 2019/20 budget. At the end of the three year term,
the ongoing need for these positions can be assessed based on development assessment
application numbers and trends.
