SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 APRIL 2019
Corporate Services Department
In the 2018/19 Budget, Council approved a major project as part of our capital program to
replace Council’s Property and Rating ICT systems. That project has now commenced. To
manage that project, two temporary positions (aligned to this project) have been implemented to
manage this complex ICT project.
These temporary positions are:
ICT Property and Rating Project Co-ordinator (two year term) from 04/03/19 - 26/02/21;
and
Project Officer (two year term, not yet filled).
Provision exists within the adopted 2018/19 capital budget for these positions and they are
incorporated in the build from base budget for 2019/20. These roles are being reported to
Council from a transparency perspective to identify those positions that will manage this project.

NOOSA COUNCIL ORGANISATIONAL STRUCTURE AND POSITION ESTABLISHMENT
That Council note the report by the Director Executive Services to the General Committee
Meeting dated 17 December 2018 detailing the changes made to the organisational structure and
position establishment since 1 July 2018 and approve the new organisational structure provided
at Attachment 2 to the report.
Finance
Provision exists within the 2018/19 budget to fund the creation of the new temporary positions
and to extend the term of the existing temporary position. However as they will have a direct
impact on the salaries expense in future budgets, adequate provision will need to be made in
subsequent budgets.
Risks & Opportunities
The temporary positions have been reviewed by the Executive Team and are supported. They
will enable Council to continue to meet statutory obligations with regard to Development
Assessment time frames and to implement the ICT Property and Rating Project that has been
adopted by Council as part of its 2019/20 capital works program.
A potential risk is that under the current Noosa Council Certified Agreement 2018, a casual or
maximum term employee working on a systematic and regular basis for a period of 12 months
may apply to convert their status to permanent full time or part time depending on the average
hours worked over the preceding 12 months. Conversion would not occur if the appointment was
for a specific project or relieving staff on leave for a specified period of time where there is a
defined end date.
Temporary positions provide flexibility for Council particularly in the delivery of significant projects
where specialised skills or experience is required.
