PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 FEBRUARY 2020

an administrative authority under State or Territory Law. This includes local government planning
provisions. The consequence of the Telecommunications (Low-impact Facilities) Determination
2018 is such that the proposed 25 metre tower could be extended to 32 metres without further
reference to Council.
3.5. Visual Impact Assessment
Applicant’s Visual Impact Assessment Report
The applicant submitted a Visual Impact Assessment report (VIA) with the original proposal for a
35 metre tower. A revised VIA was subsequently submitted for the height change to 25 metres.
Both reports were peer reviewed by Council’s independent consultant.
With regard to the height change, the applicant’s report determined as follows:
 The view from north of the tower and properties south of the tower at a distance of
approximately 1 km would receive minor adverse impacts on visual amenity.
 The Tablelands Lookout (ie. James McKane Lookout) and Cooran township were assessed
     as receiving negligible impact.
The vantage points assessed in the applicant’s original VIA report are found in Figure 9.

Figure 9 – Viewpoints assessed in Applicant’s original VIA

The applicant’s VIA found that:
 250 Tablelands Rd: The monopole would be screened by intervening vegetation and
landform there would be no perceived change in the amenity of this view and a negligible
visual impact. (This assessment was done from outside of the boundaries of the site)
 268 Tablelands Rd: The intervening vegetation and landform would largely screen views to
the monopole from this property. There would be no perceived change in the amenity of this
view and a negligible visual impact.
