PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 FEBRUARY 2020
226 Tablelands Rd: The landform on this property rises to the north and towards the site.
The aerial photograph shows trees to the north of the residence that would filter and screen
views to the site. It is expected that this intervening vegetation would screen views to the
monopole from this property. This would result in no perceived change in the amenity of this
view and a negligible visual impact.
Noosa Trail, Tablelands Lookout, Arthy’s Rd and Cooran Township, Negligible visual impact
Site inspections
A number of site inspections (5) were conducted during the assessment process and discussions
with submitters occurred during that time to better understand the visual impacts of the tower.
Several locations were visited to understand the visual impacts of the tower including:
226, 250, 268, 298, 486 & 560 Tablelands Road;
View points on the Noosa Trail Network at the beginning of Trail 2 & 2/3;
Arthys Road;
Brewers Road;
Queen Street
During the decision period, the applicant arranged for a cherry picker to be placed on the subject
site within a couple of metres of the proposed construction pad (up slope from) to provide a visual
assessment tool for the tower at 25 metres in height.
The applicant was advised to notify local residents of the deployment of the cherry picker. The
applicant sent letters to residents within a 1 km radius of the subject site. Based on resident
feedback many did not receive the letter prior to the cherry picker installation. Residents who saw
the cherry-picker wrote to Council to convey their concerns with regard to visual impacts.
The cherry picker was erected on Thursday morning 21 November until Saturday afternoon 23
November 2019. Figure 10 illustrates the cherry-picker in place on the site. The placement of the
cherry-picker was done prior to the applicant lodging the change to their application which included
the height decrease with the view to informing the revised VIAR.
