PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 FEBRUARY 2020
Figure 11 – Properties assessed as referred to in the applicant’s VIA
The peer review concludes that,
The methodology used in this report was based on terrain and did not consider tree heights
or the degree of influence of trees;
It would appear that the applicant’s visual consultant did not visit any private property,
including submitters to the application;
There was no methodology around why particular vantage points were chosen. The VIA
contains no justification as to the selection of particular sight lines and viewpoints and several
important viewpoints were missed;
The VIA does not demonstrate that impacts would be appropriately limited for receptors at
250, 298, 301 and 486 tablelands road, Risley Court, Arthys Road and the Noosa Trail
Network.
Following inspection of the cherry-picker crane and submission of the revised VIA, the independent
consultant was able to confirm the observations made in their previous review, reinforcing that a
lower tower would result in lesser impact from most viewpoints. It also confirmed the findings of
moderate visual impact from 298 Tablelands Road. The results of the peer review assessment for
each receptor examined is described in Table 2.
