PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 FEBRUARY 2020 Figure 18 was taken by the Development Planner on the return visit to 298 Tablelands Road to verify the above submitted photo. The proposed tower would be located central to the most likely viewshed of the proposed house on the cleared house site at 298 Tablelands Road and will be clearly seen between the trees at the proposed 25 metre height. Figure 18 – View from proposed house site at 298 Tablelands Road At 298 Tablelands Road the tower will be visible from the proposed house site located on the cleared ridgeline on the property which looks out to the south and east. At this location, even at the reduced monopole height of 25 metres, the tower extends above surrounding trees into the view and at approximately 440 metres away, is prominent in the view from the proposed house site. In context of the overall viewshed, the view of the proposed tower from 298 Tablelands Road is considered significant as it sits central to the view. The tower rises between existing trees and in the foreground of the view. The vista is interrupted by the tower and will stand out against the distant background. A clear line of sight to the tower is not available from the existing cottage on this property. The property at 298 Tablelands Road is the only site that has been investigated that is known to have moderate adverse impact resulting from the siting of the tower in this location. The owner of 410 Tablelands Road submits that the proposed tower would also impact the proposed house site at that address but was not visited during site inspections. The property is at a higher elevation than 298 Tablelands Road and the cleared, potential house site is located approximately 750 metres from the proposed tower. It is likely that some impacts yet slightly lesser impacts may be experienced by 410 Tablelands Road in comparison to 298 Tablelands Road. Figure 19 below illustrates the view lines examined throughout this assessment and reported in the peer review of the applicant’s 2nd VIA. The intensity of visual impact is expressed in variation of colour on the below figure. The peer review concludes that the 25 metre monopole tower results in negligible visual impact in all but 4 viewpoints examined. It is considered that even a moderate visual impact on at least 1 property is in conflict with the intent of the locality. Page 25 of 119
