PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 FEBRUARY 2020
2. Summary of submissions
Twelve submissions were received and are summarised in Attachment 1. Generally the plan was
well regarded and submissions covered a broad range of topics:
The categorisation of invasive species for prevention, eradication and containment
Methods of invasive species control
Pest surveys and data collection
How the Biosecurity Plan meets objectives and targets
The use of Glyphosate
The classification of dingoes as a pest species
The use of 1080 for pest animal control
Support and credit for the draft Plan
Clearer program of works needed
Include other Council sectors in management responsibilities e.g. Parks & Gardens
Credit for including species that have been previously eradicated from the shire
Include species that occur in adjoining shire to allow for early detection and eradication
Stronger wording around landowner obligations with managing biosecurity matters on their
land
Council officer responses to each of the submissions are summarised in Attachment 1 and where
appropriate the Draft Plan has been amended in response to the submitters comments.
3. Noosa Environment Strategy and the Biosecurity Implementation Action Plan
The Noosa Environment Strategy 2019 identifies a number of strategies to meet environmental
targets for biodiversity; waterways, wetlands and coasts; sustainable living; and climate change
adaptation and resilience. The Draft Noosa Biosecurity Plan 2020 supports the strategic outcomes
of the Environment Strategy. In particular the Environment Strategy identifies key activities/projects
that are to be delivered in the next 3 years. These activity/projects are referenced in the Biosecurity
Implementation Action Plan.
Most of the identified actions in the Biosecurity Implementation Action Plan are ongoing and part
of normal business operations. The action plan identifies four new project initiatives. Three of these
projects can be managed within existing resources and budget and/or through collaborative grant
opportunities. One project initiative requires additional resourcing as mentioned in the finance
section of this report.
Previous Council Consideration
Ordinary Meeting Minutes, 21 November 2019, Item 7, Page 14
That Council note the report by the Principal Environment Officer to the Planning and Environment
Committee Meeting dated 12 November 2019 and the Further Report to the General Committee
Meeting dated 18 November 2019 and resolve to commence public consultation on the Draft
Noosa Biosecurity Plan provided at Attachment 1, from 25 November until 23 December 2019.
Finance
The Noosa Biosecurity Plan 2002 can largely be implemented within existing resource allocations.
However the Implementation Action Plan identifies the need to improve our knowledge of invasive
species across the shire to better inform management actions and assess the effectiveness of
previous invasive species control programs. The project involves searching historical records,
customer requests, development assessment reports, ecological restoration plans and seeking
expert advice. This project is over and above current resource allocations and is recommended for
consideration through the budget process. The estimated cost of this project is $10,000.
