PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 FEBRUARY 2020

3.2. State and Other Statutory Instruments
State Planning Policy
The Noosa Plan is generally consistent with the State Planning Policy July 2017 (SPP). The SPP
raises no further issues relevant to the proposed development.
South East Queensland (SEQ) Regional Plan
The site is located in the Regional Landscape and Rural Production Area (RLRPA) as identified in
the South SEQ Regional Plan. The relevant parts of the stated intent of RLRPA are:
 protect the values of this land from encroachment by urban and rural residential
      development; and
 protect natural assets and regional landscapes, and ensure their sustainable use and
      management
Appropriate development in the RLRPA includes activities that are associated with primary
production, land management, some tourism activity, and community and recreation activity.
Through the goals, elements and strategies, the SEQ Regional Plan is clear in its intent to seek to
‘use its existing infrastructure networks and embrace innovative new infrastructure solutions to
increase the region’s productivity and efficiency, while minimising its environmental footprint and
maximising community amenity.’
The regional plan recognises this site and surrounding area for its regional biodiversity value. The
site also falls within the regional biodiversity corridor.
SEQ Regional Plan recognises the Noosa Biosphere Reserve and the value of Noosa’s natural
landscapes and identifies the subject site, the majority of Tablelands Road, James McKane
Lookout, Noosa Trail Network and surrounds as regionally significant scenic amenity in SEQ.
Figure 5 is extracted from Map 5c: Sustain- Regional Landscape Values in the SEQ Regional Plan
2017 and identifies where the site sits within the area identified as containing scenic amenity value.
