PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015
6. Trips to other centres as a consequence of the proposed development will be reduced by
between 83,000 and 333,000 trips annually. The economic, social and environmental
benefits to the community as a direct result of reduced distances travelled by car and time
spent on the road has been calculated to be $5.46 million (low range) and $21.84 million
(high range). The benefits include fuel savings, vehicle maintenance savings, health and
environmental benefits from reduced vehicle emissions, improved road safety and reduced
wear and tear on roads;
Assessment – Disagree
The reasons for escape spending are significantly more complex than acknowledged by the
applicant. Escape spending is anticipated by both the SEQ Regional Plan and The Noosa Plan.
The degree to which the development can, or should, capture escape spending is considered
overstated by the applicant.
7. The proposed development supports Council’s hierarchy of centres by providing an
appropriate level of additional retail and commercial services within the SBC, to promote its
standing as the highest-order centre within the Noosa Shire and as a MRAC under SEQRP
2009;
Assessment - Disagree
It is accepted the development will not alter Noosa’s local hierarchy or the Sunshine Coast regional
hierarchy of centres but this is not considered a ground for approval, particularly given the
development does not promote goals for economic diversification within the NBC.
8. The proposed development serves as a catalyst for future development of the SBC creating
the critical mass necessary for the centre to become a true multi-functional employment
node, whilst protecting the medium- and long-term needs of the SBC by concentrating
employment and support business services in the centre;
Assessment – Disagree
Further retail development, duplicating the existing centre, will not provide any significant new
catalyst in regard to uses that would attract, professional offices, knowledge-based industry and
the like.
9. The proposed development improves connections within and external to the site, including
completing the internal loop road, introducing a new entrance to the site off the southern
roundabout on Walter Hay Drive and providing a clear and legible pedestrian connection
between the existing centre and the expansion and through to SBC Precinct E6. Wildlife
movement through Covenant J to Eenie Creek is also improved by replacing a low lying
flooded culvert;
Assessment – Agree to a Limited Extent
The completion of the NBC ring road and pedestrian pathways are a requirement for development
on the site under The Noosa Plan’s Noosaville Locality Code. Its delivery is desirable and will
assist in making the balance lands in Precincts E6 and E7 more likely to be developed. Such
infrastructure generally reflects aspects of the development compliant with the NBC master
planning, rather than providing a ground to overcome the development’s conflicts.
