PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015

10. The proposed development improves public amenity on site though a landscaped arbour
along the northern façade of the existing Noosa Civic, a landscaped Civic Plaza for a wide
range of community activities, vegetated and compartmentalised at-grade car parking nodes
and relocated loading and servicing areas.
Assessment – Disagree
The upgrade to the frontage of the existing centre and outdoor civic areas can be supported but
are minor components and could occur independent of the shopping centre expansion.

4. CONSULTATION
4.1. IDAS Referral Agencies
The application was referred to the State Assessment and Referral Agency (SARA), as lead
agency, to obtain its Concurrence Agency assessment triggered by the following Sustainable
Planning Regulation 2009 requirements:
 Schedule 7, Table 2, Item 13 - Coastal Management District matters being operational work
that is interfering with quarry material as defined by the Coastal Protection and Management
Act on State coastal land above the high-water mark within a Coastal Management District.
 Schedule 7, Table 3, Item 2 - Development impacting state transport infrastructure.
 Schedule 7, Table 3, Item 5 - Coastal Management District matters being building work
completely in the Coastal Management District and involving the construction of new
premises exceeding 1,000m2 gross floor area.
SARA responded by letter dated 6 March 2015 providing Department of Transport and Main Roads
conditions to be attached to any approval. The conditions include requirements for:
 Minimum roadworks standards to be applied to the design and construction of new internal
   roads; &
 Provision of a new taxi rank indicated on the plans.
Further advice provided with the response highlights that construction of the development and
associated roadworks will cause disruption to the existing Translink bus interchange and various
bus routes and these should be considered and managed.

A separate referral was made to ENERGEX as an advice agency in relation to the presence of
electricity easements on the site. In its response dated 9 February 2013 ENERGEX indicated it
had no objection to the development.
4.2. Other Referrals
The application was referred to Unitywater, Qld Police Service to seek third party advice.
Unitywater advised on 27 January it had no objection to the development. The QLD Police Service
did not provide a response.
The application was forwarded to the following internal Council specialists:
 Coordinator Operational Works
 Senior Ecologist
 Senior Strategic Planner
 Environment Officer
 Environmental Health Officer
 Waste Officer
 Infrastructure Charges Coordinator
Their assessments form part of this report.
