Object
Statutory Planning Conflicts
Inconsistency with the Noosa Plan Centre Hierarchy and A number of significant statutory planning
the Noosa Plan DEOs. conflicts are identified within this report.
Conflict with the South East Queensland Regional Plan.
Does not conform to the Planning Scheme and other
relevant planning documents.
Inconsistency with Noosa Plan open space and
conservation designations.
Does not satisfy Desired Environmental Outcomes of the
Noosa Plan and in doing so disrupt the hierarchy and
balance of local retail centres such as the Noosa Junction
area.
Does not comply with the proposed development of
Precinct E1 of the Shire Business Centre and will therefore
deprive the local economy to become more robust by
creating more diverse employment opportunities.
Does not meet the overall outcomes for the Noosaville
Locality and as a result will undermine the balance of
planning within the Noosaville Locality and between
localities and therefore the whole of the Noosa local
government area
Does not appropriately address the Specific Outcomes for
the Noosaville Locality and therefore ignores what was
intended for the form and function of that locality.
If developed as proposed, will result in a shortfall of land
identified as being acceptable for development for those
employment related uses intended for Precinct E1 in the
SBC
NBC already exceeded the desirable retail floor space in B1
and B2.
Conflicts with the intended and planned form and function
of the Noosa Business Centre.
No additional retail was originally planned for the NBC.
Noosa Civics’ expansion would preclude the site from its
intended and approved use, which was proposed to provide
a diverse mix of enterprises operating from the area.
The proposal significantly exceeds the permissible site
cover as outlined in existing approvals.
The proposal fails to provide, and precludes the provision
of, the design outcomes for the NBC including a dynamic
mix of development; buildings in a low rise form separated
by attractive and low key informal spaces that are
integrated with landscaping and open space areas; a park
like setting with active street frontages and outdoor focus
recognisable as a development in Noosa Shire.
