RECOMMENDATION
That Council note the report by the Executive Officer to the Planning & Organisation Committee
Meeting dated 15 September 2015 and amend the Schedule of Cost Recovery Fees and
Commercial Charges to include a $10 per vehicle/per night permit fee pursuant to the Local
Government Act Section 97 (2) (a), for users of the Cooroy RV Stopover located off 17 Mary River
Road, Cooroy.

REPORT
Council by resolution dated 4 June, 2015 approved a Material Change of Use application to allow
the operation of a short-stay RV Stopover at Cooroy on part of Council freehold land located off 17
Mary River Road, Cooroy.

At the Special Budget Meeting held on Monday 29 June 2015, Council adopted the 2015-16
General Cost Recovery and Commercial Fees and Charges schedules and has adopted further
amendments for inclusions and deletions at its meeting held on 30 July 2015.

It is now proposed to further amend the schedule by adopting a fee of $10 per vehicle per night for
users of the Cooroy RV Stopover, with no discounts for concession card holders or specific club
members. As this is a start-up venture it is not known if the fee will cover all the costs associated
with the operation and will need to be further assessed after the first 12 months of operation.

Council has an obligation to ensure that it does not act in an anti-competitive manner. The
proposed fee is considered appropriate when compared to charges by other approved operations
in the near vicinity, noting that each has varying level of facilities provided for users – refer table
below.

A charge per vehicle is considered most appropriate in this situation where no amenities are
provided and the user is simply parking a vehicle.
