Failure to charge a fee would be seen to be anti-competitive and would result in ratepayers having
to fully fund the costs associated with the facility.

The risk is that lower than expected usage of the site could occur and caretaker arrangements may
be more costly than anticipated. As the venture is a trial, data will be collated for the first 12 months
to assess whether it should continue or if any adjustments are required.
