PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015

The principles identified from the workshops were that a Carbon Reduction and Energy Efficiency
Plan should:
 Provide a policy statement that is easily understood and clearly explains the philosophy
      behind why we are doing what we do;
    Be realistic, achievable and sufficiently resourced;
    Recognise and leverage the Noosa Biosphere status;
    Establish a vision, set the benchmarks and be owned by the community;
 Be developed through consultation and engagement with the community.

4. Establishing a Peer Review Group
Part of the project management and engagement process to develop a Noosa Council Carbon
Reduction and Energy Efficiency Plan includes the establishment of a Project Peer Review Group.
The Group should consist of approximately 5 members.

The role of the Project Peer Review Group would be to:
 Review feedback from the consultation process and identify any gaps.
 Provide ideas based on their experience and expertise.
 Suggest any further research or data that may be required to inform the development of the
     Carbon Reduction and Energy Efficiency Plan.
 Provide input into the development of the draft vision, objectives and priorities.
 Review the draft Carbon Reduction and Energy Efficiency Plan and provide feedback /
     suggestions on public submissions that are made on the draft.

For the sake of clarity the role of the Group is not to manage the overall process of the development
of the Noosa Shire Carbon Reduction and Energy Efficiency Plan, as that is the role of the
Sustainability Project Officer. The role of the Group is specifically for the matters listed above.

Membership of the Group has not yet been determined but may consist of:
- A specialist in the area of sustainability and or green-house gas emissions reduction e.g.
    from the USC;
-   A Noosa Council Strategic Planner;
- The Executive Manager Noosa Council; and
-   Community representatives.
