PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015

7. The development is not consistent with the assumptions stated in Noosa’s Local Government
Infrastructure Plan for future development of the Noosa Business Centre. The applicant’s
proposed contributions toward intersection upgrades do not satisfactorily address the
development’s likely traffic impacts and any additional costs of upgrading the traffic network
should be to the development and not the community.
8. The development will not provide sufficient on-site parking to accommodate design peak
parking demands reasonably expected to be generated and will have adverse impact on the
convenience of use of the Noosa Business Centre.
9. The development is likely to compromise the future development of a bus interchange critical
to the future management of traffic and transport demands for the entire Business Centre.
10. The applicant has not demonstrated sufficient grounds exist to overcome the development’s
      statutory planning conflicts.
REPORT
1. PROPOSAL
The application seeks approval for a major expansion of the Noosa Civic shopping centre involving
32,525m2 of additional floor area and 22,870m2 of gross lettable area. 66 new commercial
tenancies are proposed, comprising 2 supermarkets, a discount department store, specialty stores,
food outlets and restaurants. The expansion is proposed at the eastern end of the existing centre,
where the existing food court is located. Some reconfiguration of that end of the existing centre is
also proposed. An extract of the site plan in Figure 1 below shows the location of the proposed
expansion. Full proposal plans are included as Attachment 1.
