PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015
The main entrance area to the shopping mall expansion will not be air conditioned, with climate
controlled areas occurring at points within the building defined by air curtains. The applicant
indicates this provides transitional indoor-outdoor areas and enhances connections with the site’s
natural setting and landscape spaces. Key elements of the shopping centre extension are shown
in Figure 3 below.

The applicant seeks to maintain flexibility for a range of tenants and has applied for a broad mix of
uses listed in the application details section of this report. The uses include all commercial and
entertainment & dining businesses defined under The Noosa Plan, most retail use types and a
number of community uses. The planning report for the development states:
The applicant seeks to allow for flexibility in the use of the proposed expansion, in line with
the intent of the development to provide a mixed use expansion of the existing Noosa Civic.
The proposal plans … show the provisional layout of the internal space, incorporating two
supermarkets, a discount department store, specialty, food, restaurant and kiosk outlets
and mini majors. While the mall structure depicted is intended to remain throughout the life
of the expansion, the internal layout and configuration of tenancies, particularly smaller
specialty tenancies, is intended to adapt to the changing needs of a range of users that
may tenant the space.
The proposed development seeks to incorporate a range of land uses that are consistent
with the nature of the existing Noosa Civic and the range of uses traditionally found in a
centre of the style proposed. Uses which may occupy the tenancies of the expansion
include (but are not limited to) uses such as traditional shops, larger format showrooms,
banks, travel agents, medical centres and pharmacies, child minding services, libraries,
information centres and food outlets including small bars, restaurants and cafes.
The proposed development particularly seeks flexibility in relation to the use of the multi-
use area, which may be subject to short-term hire arrangements for uses such as adult
education and training or community/charity events.
