A development application for a major shopping centre expansion proposal by the previous owner
of the site, W.A. Stockwell Pty Ltd, was lodged with Noosa Council in 2007 and ultimately assessed
by Sunshine Coast Council. The development was referred to as Noosa Civic Stage 3 and involved
a 41,050m2 expansion to the existing shopping centre, comprising 35,850m2 of additional retail
floor space and 5,200m2 of commercial office space. The development’s location occupied most
of NBC Precinct E1 but extended further to the east toward Walter Hay Drive and occupied most
of Precinct E6. Some key differences of that proposal to the current application included the
provision of a department store, new retail stores spanning the Covenant J environmental area
and failure to provide the ring road sought by the NBC Master Plan, with vehicular circulation
through the site provided through basement carparks. Layout plans of the Stockwell development
are shown in Figures 16 & 17 below.
