PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015
Figure 17 – Stockwell Development Retail Layout
Sunshine Coast Council refused the application at its Ordinary Meeting of 4 June 2009 for the
following reasons:
1. The proposed development is contrary to the overall and specific outcomes of the Noosaville
Locality Code of The Noosa Plan. The proposal does not deliver the range of uses and
design outcomes planned for the Noosa Business Centre for a business centre with a
dynamic mix of development and for buildings to be set in a parklike setting, with an active
street address and outdoor focus.
2. The proposed development is contrary to the overall and specific outcomes of the Transport
Roads and Drainage Code to protect the function and safety of the area's major road network.
The proposed development is likely to significantly impact on the major road network,
including excessive congestion and queuing.
3. The proposed development reduces the capacity of the Noosa Business Centre to
accommodate non-retail development, including civic uses, an inter-regional transit facility
and commercial office space, to provide non-retail and new employment opportunities in the
future, to the detriment of the Noosa community.
4. The proposal is for a form and scale of retail development which is inconsistent with the intent
for the site and which formed the basis of the site's master planning by Council, and is
inconsistent with the form of retail development which is the current retail character of Noosa.
Further, the likely impact on existing centres is considered unsupportable.
