PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015
vii provides for an inter-regional transit facility that functions as an integrated public transport
node, with pedestrian and bicycle paths and appropriate external connections;
viii provides visual and physical connectivity across and throughout the site;
ix is designed to ensure that peak traffic flows and access to the Shire Business Centre do
not impact on the wider functions of Eenie Creek Road and Walter Hay Drive;
x retains development capacity within the Shire Business Centre in the longer term to take
advantage of potential new employment opportunities;
xi is developed into precincts, as depicted on Schedule 4 - Shire Business Centre Map,
which include a dynamic mix of development with an appropriate integration of uses within
each, including—
A) Business Precincts (B1-B2), which provide for the highest order of retail development
in Noosa and comprises the retail core of the Shire Business Centre site, with
associated car parking generally located with Precinct B2;
B) ….Precinct B3, which provides for showroom and office development;
C) Employment Precincts (E1-E7) for future employment growth, which include 3
precincts (E1, E2, E3) with preferred themes to allow these precincts to take
advantage of new employment opportunities;
D) a civic area located within Precinct E1, which provides for a range of civic uses and
functions;
E) an inter-regional transit facility in Precinct E6;
The proposed shopping centre expansion aligns, or partially aligns, with some of the above Overall
Outcomes but raises fundamental conflicts with others, in particular:
11.8.2 (b) & (w)ix – The retail development significantly exceeds the intensity of
development planned and anticipated for the site. The resultant
traffic generation requires road augmentations and upgrades that
are not part of Noosa’s Priority Infrastructure Plan and therefore raise
a number of critical issues, as detailed in Section 3.3.1 of this report.
11.8.2(w)i, ii, iii(C), x, & xi – The shopping centre expansion sterilises land intended to be set aside
for future non-retail business growth and diversification, with existing
and approved retail development within the NBC already exceeding
that anticipated by the plan.
These are significant conflicts with the outcomes sought for Noosaville. Further detail of the traffic
and economic issues are discussed in greater detail later in this report.
Built Form
The locality code includes built form requirements for new development. The applicant provided
figures relating to portions of the development within the various precincts and excluding road
reserve areas on the NBCMP but this provides little utility for assessing built form, due to the
multiple partial precinct incursions. A more suitable approach is to apply the development
parameters for Precinct E1 extrapolated to reflect the amended size for Precinct E1 that would
contain the shopping centre expansion footprint, as indicated in Figure 21 as 5.91ha.
The table below summarises the development’s level of compliance with the extrapolated built form
provisions for Precinct E1. The reconfigured area of the existing centre and pedestrian connection
across Covenant J is excluded for the purpose of this table.
