Adopting the approach of applying the built form parameters that would apply to the enlarged
effective Precinct E1 to encompass the expanded shopping centre indicates the development’s
primary built form conflict is its site cover - estimated at approximately 59%. The applicant submits
the development is of a scale and intensity consistent with the role and function of the NBC and
the existing Noosa Civic. While the development intensity may be similar to the existing shopping
centre, the footprint does exceed that provided for commercial development on the NBC balance
lands and is considered a conflict for which sufficient overriding grounds must exist for the
development to be supported.
The proposal also seeks a significant relaxation of carparking provision, as discussed further in
Section 3.3.1 of this report.
