PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015
Land Use, Works and Overlay Code Provisions
The following further codes which regulate land use and design are most applicable to this
application:
Business Uses Code
Community Uses Code
Infrastructure Uses Code
Advertising Devices Code
Engineering Works Codes
Landscaping Code
Watercourses Works Code
Biodiversity Overlay Code
Natural Hazards Overlay Code
Generally speaking, the development complies or can comply with most provisions of these codes;
however, some significant issues arise. The primary assessment issues for the development are
discussed below.
3.3.1. Primary Planning Scheme Assessment Issues
Traffic
The submitted Traffic Impact Assessment prepared by Cardno concludes:
Detailed traffic analysis has been undertaken to assess the impact of the proposed expansion on
the surrounding road network. Of the 16 intersections assessed, the results indicate that only two
of the analysed intersections would require upgrades within the 10 year design horizon, being
Eumundi-Noosa Road/Beckmans Road and Eumundi-Noosa Road/Eenie Creek Road/Eumundi
Road.
With regards Eumundi-Noosa Road/Beckmans Road, Noosa Council’s PIP proposes the Tewantin
Bypass, including reconstruction of the roundabout. This upgrade will accommodate the
development traffic, therefore the development’s responsibility will be met by the development
infrastructure contributions.
The need to upgrade Eumundi-Noosa Road/Eenie Creek Road/Eumundi Road is brought about
by background traffic, even if the development were not to go ahead. Therefore, the applicant
should make a contribution to the upgrade rather than be responsible for the entirety of it. The
analysis indicates that a roundabout would not provide adequate capacity, therefore any
upgrading, irrespective of development traffic, will require a signalised intersection. Current policies
within the Noosa Plan indicate that intersections should not be controlled by traffic signals. Despite
such a policy, it is apparent from the analysis that traffic signals are a necessary treatment at this
intersection in the future irrespective of the proposed development.
The location of the external intersections assessed by Cardno for upgrades is shown as locations
1 & 4 in Figure 22 below.
