Certificate (#Cer17/3255) has been obtained from Council and has been utlitised to inform the design and
siting of the development (Appendix F). The development minimizes risk from flooding by providing parking
and other low intensive, non-habitable uses at ground level.

A Geotechnical Investigation has been prepared by Core Consultants Pty Ltd and is enclosed within Appendix
H. The Geotechnical Investigation proposes several recommendations in the treatment of Acid Sulfate Soils.
Further details of the management of Acid Sulfate Soils and the filling and excavation of the site will be
addressed in the application for an Operational Works Permit lodged subsequent to this development
application.

   Landscaping Code
Comment: The proposed development has been assessed and is consistent with the Probable Solutions
described in Table 14.55 and Specific requirement 14.134 for Multiple housing & Visitor Accommodation in the
Landscaping Code. The Landscaping Code prescribes a total of 229.6m2 or 10% of the site to be landscaped.
As a result of the proposed flood barrier, a total of 809.5m2 of landscaped area or 36% of the site is able to be
achieved. This design outcome results in a high percentage of the site to the landscaped rather than a large
proportion of the site dedicated to hard stand car parking.
The proposed flood barrier results in a development that makes a positive statement and contribution to
streetscape. It is a sound design outcome which addresses the potential risks of flooding and enhances the
pedestrian’s experience. The barrier does not negatively impact upon the visual amenity of the site as
demonstrated by neighbouring uses and their compromised design outcomes
A variety of landscaping treatments are proposed to create a lush, sub-tropical and inviting environment for
visitors. Established and dense plantings will be used to boarder the site and act as visual and acoustic barriers.
Internal soft and hard landscaping has been varied to create unique spaces within the development for respite
for guests. Statement landscaping treatments have been incorporated at the entry of the development to
create a positive streetscape appeal and visual interest. The large areas of pervious surfaces not only engage
informal entertainment and recreational activities but also assist with the on-site treatment of stormwater.
In order to manage guests and perceived noise, private open spaces have been provided through informal and
formal lounge and sitting areas. These areas are located in the centre of the site where guests can be
supervised and managed. Level 2 incorporates to smaller lounge areas (east and east pavilions) and a large
multipurpose lounge area in the entry pavilion.
