The site is located within the Urban Footprint of the SEQ Regional Plan. The proposal is consistent
with the regional policies of the SEQ Regional Plan.
Planning Regulation 2017
The following assessment benchmarks from the Planning Regulation 2017 apply to the application:
•    Koala Habitat Area
The whole of vacant Lot 3 is mapped by the state as a Core Koala Habitat Area, as well as the
frontage along the existing RACV Resort (Lot 203) as shown in Figure 11 below. Where
development interferes with koala habitat within a mapped Core Koala Habitat Area, referral is
required to the state (SARA) and assessment undertaken against the State Code 25: Development
in South East Queensland Koala Habitat areas. Refer to Biodiversity assessment later in this report
for further details.

The application was referred to SARA, who issued an approval, subject to conditions. Conditions
included (but not limited to) limiting the number of koala trees to be removed to 33 non-juvenile
koala habitat trees, as identified on the Tree Removal plan. Additionally, a condition requiring all
areas outside of the building footprint (including the elevated boardwalks) are to be protected by
an environmental covenant (refer to Figure 12).
