EXECUTIVE SUMMARY
Not applicable.

RECOMMENDATION
That Council note the report by the Infrastructure Assessment Coordinator to the Planning &
Environment Committee Meeting dated 10 December 2019 advising of new reporting
requirements for infrastructure charges and trunk infrastructure.

REPORT
Correspondence dated 21 December 2018 from the Deputy Director-General of the Department
of State Development, Manufacturing, Infrastructure and Planning (DSDMIP) advised of
amendments that were being proposed to the Planning Regulation 2017. This was in response to
an election commitment made by the Queensland Government to the development industry to
improve the transparency and efficiency of local government infrastructure planning and charging
processes.
During January and February 2019, the Department held a number of discussion forums about
the proposed Planning Regulation amendments and a submission on the proposed changes was
made to the Department (DSDMIP) on 22 February 2019.
Notifications to Council dated 27 and 30 September 2019 from the Minister and the Director-
General of the Department (DSDMIP) have advised that amendments to the Planning Regulation
2017 are currently being progressed to support the election commitment.
The subordinate legislation “Planning (Infrastructure Charges Register and Other Matters)
Amendment Regulation 2019” was then passed by parliament and published on 4 October 2019
with amendments to commence on 1 January 2020. These regulatory amendments will result in
additional reporting requirements and provision of online documentation by local government
relating to infrastructure charges registers, infrastructure charges notices, supporting materials
for Local Government Infrastructure Plans and trunk infrastructure provision details.
Further details of the regulatory amendments are provided in the Department’s “Factsheet” in
Attachment 1 with corresponding Council required actions summarised as follows:
