PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 10 DECEMBER 2019

1. Prescribed Amount Table (Schedule 16 of the Planning Regulation 2017)
This is a basic amendment to simply include the date when the prescribed (maximum) charge
amounts were last updated by the State government to clarify the period from which the
prescribed amounts apply. This amendment has since been included in the Planning Regulation
2017 version dated 4 October 2019.
2. Infrastructure Charges Notice (Schedule 22 - Publicly accessible documents)
From 1 January 2020, Infrastructure charges notices will be required to be made available for
inspection and purchase, and published on Council’s website.
Council’s Planning Assessment section will therefore include Infrastructure Charges Notices with
the respective Decision Notice issued from 1 January 2020 on the “Planning Online” page of
Council’s website.
3. LGIP support material (Schedule 22 - Publicly accessible documents)
Currently, the LGIP support material is only required to be available for inspection and purchase,
however, from the 1 January 2020, this will also be required to be available online.
The current Noosa LGIP material has already been included on the “View the Noosa Plan” page
of Council’s website since the LGIP’s adoption by Council. Similarly, the new LGIP will be
included on Council’s website by the Strategic Planning section as part of the new planning
scheme (following its adoption by Council).
4. Infrastructure charges register (Schedule 22 - Publicly accessible documents)
The infrastructure charges register is currently only required to be available for inspection and
purchase. From 1 January 2020, it will also be required to be available online and updated
monthly.
Council’s Planning Assessment section will include the Infrastructure Charges Register on the
“Infrastructure Charges” page of Council’s website. The register is in excel format and will detail
infrastructure contributions and charges applying to Noosa Council from 1 January 2014 (i.e.
since de-amalgamation). The actual register is a “live” excel document that is amended multiple
times each day according to the transactions as they occur, however, the online version will only
be updated following the monthly reconciliation of infrastructure charges receipts.
5. Infrastructure information (Schedule 22 - Publicly accessible documents and
     Schedule 24 Dictionary)
New annual reporting requirements are to be provided at the same time as the Council annual
report and are also to form part of the Infrastructure Charges Register made available online. The
requirements include:
a)   actual infrastructure charges revenue and expenditure for the previous financial year;
b) a list of trunk infrastructure items delivered by the local government and developers for the
     previous financial year; and
c) forecast infrastructure charges revenue and “trunk” infrastructure expenditure projecting
     four years ahead.
The Department has provided a template for local government use in Attachment 2. This will
require completion in a combined effort by Financial Services, Asset Management, Infrastructure
Planning, Design and Delivery and Development Assessment sections of Council. The overall
responsibility and management will be undertaken by the Manager, Financial Services.
As the 2018-2019 Council Annual Report has already been completed and adopted by Council
before these new regulatory reporting requirements commence, the new requirements will
therefore only be fully completed and included in the next 2019-2020 Council Annual Report.
Once completed, details will be provided on the “Infrastructure Charges” page of Council’s
website and/or linked to the “Council Annual Report”.
